INTRODUCTION TO GGGI

GGGI supports stakeholders through complementary and integrated workstreams – Green Growth Planning & Implementation and Knowledge Solutions – that deliver comprehensive products designed to assist in developing, financing, and mainstreaming green growth in national economic development plans. GGGI supports the Government of Indonesia (GoI) in the focal areas including renewable energy, green cities and special economic zones, and forest and land-based mitigation and adaptation projects, green investment. The Program, known as the 'GoI-GGGI Green Growth Program' (GGP), aims to demonstrate that green investments can become the norm both for investors and planners, ultimately improving the quality of economic development for more environmental sustainability and social inclusion. Through the Program, GGGI collaborates with the Ministry of Development Planning (BAPPENAS) as the lead of the Steering Committee, the Ministry of Environment, the Coordinating Ministry of Economic Affairs, the Ministry of Finance, the Ministry of Energy and Mineral Resources, including the Ministry of Public Works, and others. In August 2023, GGGI started implementing a regional low-carbon building project.

The “Asia Low Carbon Buildings Transition (ALCBT)” is a five-year (2023-2028) project being implemented in five Asian countries – Cambodia, India, Indonesia, Thailand, and Vietnam, with financial support from the Federal Ministry for Economic Affairs and Climate Action (BMWK) of Germany under the International Climate Initiative (IKI). GGGI is implementing the project through a consortium comprising of HEAT International, the ASEAN Centre for Energy (ACE), and the Energy Efficiency Services Limited (EESL). In Indonesia, the Ministry of Public Works (MPW) and the Ministry of Energy and Mineral Resources (MEMR) are the government counterparts for project implementation.

The ALCBT project seeks to significantly reduce GHG emissions by catalysing nationwide transitions towards low-carbon buildings in Indonesia. Technical, planning, and institutional tools for low-carbon buildings will be developed and successfully implemented by key public and private sector stakeholders (including ministries, subnational administrative, developers, building owners, suppliers, engineers, and architects; multilateral and bilateral development institutes, financial services institutions such as ESCOs and banks; academia and training institutes) by the mid of 2028 (Outcome). The result will be achieved through the development of standardized tools and systems for managing carbon emissions from the building sector and piloting them in project countries (Output I); enhancement of capacity for current and future building industry practitioners (Output II); and establishment of financial pathways for low carbon buildings (Output III). Additionally, project knowledge and tools will be accessible online and promoted systematically to stakeholders in project countries, across ASEAN and globally to create market demand, promote replication and scaling up of approach (Output IV).

GGGI, as the Consortium Lead, will oversee the implementation of the ALCBT program, leveraging its expertise and experience in green growth initiatives. The program will be executed by GGGI's dedicated team located at country offices, with a particular focus on Indonesia, where GGGI has a strong presence and extensive networks.

At this stage, GGGI Indonesia aims to maintain a robust foundation with key ministry partners and to initiate the project with Sub-National Governments. Several priorities have emerged as critical areas of support to the Government of Indonesia (GoI), specifically focusing on preparing integrated activities between national and sub-national governments at pilot locations, engaging stakeholders, and facilitating effective data collection processes. The individual consultant will support GGGI Indonesia in executing key tasks to ensure the successful implementation of the ALCBT project, with a particular focus on:

Integrated Coordination for Building Registry Development: Facilitating and coordinating collaborative processes among the ALCBT project consortium, relevant Ministries/Agencies, Sub-National Governments, developers, and private building owners.
Efficient Data Collection Processes: Designing efficient methodologies and implementing effective data collection processes for public and private buildings, at both national and sub-national levels.
Targeted Capacity Building for Green/Low-Carbon Building Initiatives: Implementing capacity-building programs tailored to the Indonesian context and identifying appropriate beneficiaries.
Framework for Integrating Carbon Assessment Tools, Building Registry, and Scenarios into Government Policy Systems: Developing a framework that enables the integration of carbon assessment tools, building registry, and scenarios into government policy systems.

GGGI will engage an individual consultant with expertise in urban sustainability, specifically focusing on low-carbon urban initiatives. This consultant will lead efforts to implement strategies that advance the transition to low-carbon buildings in urban contexts. To achieve this, the consultant must also possess expertise in coordination, data collection, capacity building, and policy integration.

The following duties and responsibilities are indicative and subject to further specific service requests within the scope of the deliverables described in this TOR. In carrying out their duties and responsibilities, the Individual Consultant shall collaborate with other consultants/firms, to ensure coherent results. The Individual Consultant is expected to provide services in written and consistent formats for meetings and other activities.

SCOPE OF WORK

The Individual Consultant shall carry out the scope of services with the below activities:

Facilitate coordination and communication with relevant stakeholders in the development of the Building Registry.
Develop and implement effective data collection protocols for public and private buildings at both national and sub-national levels, and support the data collection process.
Support the preparation and implementation of capacity building by informing the selection of appropriate beneficiaries and ensuring alignment with the Indonesian context.
In collaboration with other consultants/firms, support and facilitate the integration of carbon assessment tools, the Building Registry, and scenarios into government policies.
Document all processes, progress, and milestones, as well as prepare comprehensive reports for periodic updates and final submission.

DELIVERABLES AND PAYMENT SCHEDULE

All reports and outputs must be delivered in English and Bahasa Indonesia, in accordance with GGGI’s formatting requirements, and submitted in soft copy/electronic formats along with complete sets of raw data, research materials, and interview notes. The Individual Consultant shall also prepare a presentation (pptx format as required) to present to the senior management of the Government/GGGI/stakeholders, etc. The Individual Consultant will report to the GGGI ALCBT Project Coordinator in Indonesia for the completion of the tasks and duties at the GGGI in which the Individual Consultant will be retained.

This consultancy work is anticipated to be implemented in a 9-month timeframe starting from 31 March 2025 and is expected to be completed by 31 December 2025.

The contract is a delivery-based contract, in which payments are made according to the schedule presented in Table 1 above. The Consultant shall directly report to and coordinate day-to-day activities with the ALCBT Project Coordinator of GGGI in Indonesia. The Consultant’s work progress will be monitored primarily through periodic review meetings, the precise schedule of which is to be determined based on consultation with the consultant and GGGI. The Consultant shall produce, upon GGGI’s request, a formal progress report (2-3 pages) for GGGI’s management committee that includes: an overview of the project, a narrative description of project activities, detailed information on project objectives and milestones, actual achievements made against the initially set timeline, etc. During the study, there will be regular offline and/or online progress meetings between the consultant, GGGI, and the members of the consortium.

The consultant must submit all reports and communication mediums in English and Bahasa Indonesia, in accordance with GGGI’s formatting requirements. All documents should be submitted in soft copy along with complete sets of raw data, research materials, minutes of meetings, and interview notes. The consultant’s work progress will be monitored primarily through periodic review meetings; the precise schedule is to be determined based on consultation during the kick-off meeting. The Key Performance indicators are 100% on-time delivery as per “Deliverables and payment schedule” and “No late, incorrect or incomplete delivery” as per output.

EXPERTISE INFORMATION

Minimum a Bachelor’s degree in urban development, urban sustainability, energy efficiency, engineering, architecture, and/or other related fields is preferred. Master’s degree is an advantage.
In-depth knowledge of environmental and social issues of green/low-carbon urban initiatives. Proven knowledge of both Indonesian and international contexts is necessary.
At least 5 years of relevant experience in providing analysis, designing, and implementing sustainable urban development strategies, with a specific emphasis on green/low-carbon building initiatives. This entails a demonstrated track record of successful project execution, stakeholder engagement, and interdisciplinary collaboration to address complex challenges in urban sustainability.
Able to communicate professionally and effectively with technical, managerial, and/or decision-makers in Bahasa Indonesia and English and proven ability to write clearly and well in English.
Able to secure collaboration and agreement with the partners, either government, private sectors, or other donors, reflecting empathy of perspectives and identifying recognition of mutual/complementary interest.
Excellent in report development and presenting the study results to related project stakeholders, Governments (national/local), GGGI, and other stakeholders.
Possessing cultural sensitivity and respect for differences, including opinions.

ADMINISTRATIVE INFORMATION

To be considered for the position, the candidate must meet the minimum qualifications listed below. Consideration and selection will be based on a panel evaluation of the evaluation criteria factor below. GGGI does not pay for any expenses associated with the interviews unless expenses are pre-authorized by GGGI. Reference checks will be conducted on those candidates selected for an interview. The applicant’s references must be able to provide substantive information about his/her past performance and abilities.

Selection Criteria:

Professional Competency (10 points): Bachelor’s degree in urban development, urban sustainability, energy efficiency, engineering, architecture, and/or other related fields is preferred. Master’s degree is an advantage.
Experience (15 points): At least 5 years of relevant experience in providing analysis, designing, and implementing sustainable urban development strategies, with a specific emphasis on green/low-carbon building initiatives. This entails a demonstrated track record of successful project execution, stakeholder engagement, and interdisciplinary collaboration to address complex challenges in urban sustainability.
Communication (15 points): Level IV (fluent) oral and writing ability in English and Level IV Bahasa Indonesia is required. This means an ability to participate in professional meetings in English and writing reports in Bahasa Indonesia and English.
Technical Knowledge (30 points): The candidate must have strong understanding of Indonesia urban development environmental & social systems. S/he must have a strong understanding of the Government of Indonesia plans, policies, system, ministries, agencies, and institutions, including the challenges and opportunities associated with decentralization. S/he must have a good understanding of international development programs as well as for profit and not-for-profit private sector engagement. S/he must have solid and proven knowledge of the design, management, and evaluation of development programs in Indonesia.
Individual Competency (30 points): Project management skills are required. Candidates should have knowledge of basic quantitative and qualitative project monitoring and evaluation methodologies. S/he must have proficient computer skills (Microsoft Office, Google applications, and other online services). Candidates must be fast learners on topics related to urban development and sustainability, international donors, program management, financial management, and USG (Urgency, Seriousness, Growth) priorities. S/he must be able to work well independently and in a team, demonstrating strong interpersonal skills and good judgment in order to meet all organization’s objectives.
