Mission and objectives
Social inclusion of all children is at the core of UNICEF’s mandate in Romania. To accomplish this, we, along with our partners, central and local authorities and NGOs, developed two models: The Minimum Package of Services for vulnerable children and their families; and the Quality Inclusive Education Package. These models focus on preventing unnecessary separation of children from their families, poverty, early pregnancies, illness, discrimination, absenteeism and school dropouts. They are now ready to be scaled-up nationwide, with national or European funding.
Through Communication for Social Change campaigns we are also working on preventing discrimination and violence against children and empowering parents, caregivers and legal guardians, to provide a protective, stimulating environment for every child.
UNICEF is also mobilizing resources from private individuals, private sector companies and foundations to support children in Romania and beyond.

Context
In 2022, Romania was reclassified as a high-income status. Unfortunately, the growing level of inequities and risks faced by children in Europe is also a reality for Romania. With UNICEF’s universal agenda to be ‘for every child’ and ‘leave no one behind,' there are actions that are needed even in high-income countries to address these challenges and inequalities. In this context, the UNICEF Romania office is embarking on exploring new methods of leveraging resources to bring results at scale for children, which will require dedicated technical support on documentation, expanding and digitalizing knowledge management, and aligning with other countries in the region. The role of the UNV is to support knowledge management, sharing,g and document the process while aligning the approach with the regional office.
Task description
Under the direct supervision of the Planning and Monitoring Officer, the incumbent will undertake the following tasks:
- Evidence synthesis and analysis: Provide support in evidence synthesis to support the progress assessment and prioritization process for the programme review.
- Visual tools: Support the development of visual tools and transformation of data into visually compelling and easy-to-understand formats for decision makers and policymakers by working closely with various departments to create dashboards, charts, graphs, and other visual tools.
- Digitalization of Knowledge management: Support the digitalization of knowledge management by providing support and contributing to the development of advocacy papers and factsheets, and support the capacity development of the country Office staff in digitalization and developing visualization products.
- Reporting and Documentation: Document and prepare reports to show the process and lessons learned in Romania CO transition to High-Income country.
- Knowledge sharing: Liaising with the Knowledge Management team in the region in documenting the process in alignment and contributing to the regional and global process.
- Any other related tasks as may be required or assigned by the supervisor.
Results/Expected Outputs:
As an active UNICEF team member, efficient, timely, responsive, and high-quality support provided to our interventions in the accomplishment of her/his function, including:
- Documentation of the process on the office process of transition of the UNICEF operation to a high-income country
- Develop tools for evidence synthesis and analysis, such as PowerBI dashboard
- Support the staff members' capacity development on digitalization, knowledge management, and developing visual
- Support the programme review, particularly the progress assessment and visualization parts
- Support Country Office in developing communication materials for decision makers and policymakers that would bring results at scale for children and for diversifying the leveraging of resources
