The Finance Officer will be responsible for ensuring IRC systems and procedures of internal controls are followed when committing financial transactions in the Baghdad office. The position will be responsible for among other duties; Review bank and integra reconciliations and monitoring balance sheet accounts, processing of non-PO payment, preparation of cash forecast, staff training and capacity building.

Major Responsibilities:

Field Finance Reporting and Auditing.

· Responsible for preparation of non-PO invoices journals and submission to the workflow for review and approval.

· Responsible for running the balance sheet accounts and reconciling in a timely manner. Follow up and monitor outstanding Advances and Payables for timely liquidation.

· Any long outstanding balances to be brought to the attention of the Senior finance officer and Finance Manager for further action.

· Support the Audit focal person during Audit procedures by Internal and External Auditor.

· Ensure all program advances are accounted for as per advance policy.

· Review and confirm the filling system is properly organized in the folder for easy accessibility and reference.

Integra System Payment Processing.

· Review and ensure approved vendor invoices and non-invoice processed by Finance Assistants are posted on integra system.

· Review and ensure that all supporting documents are fully signed and sequentially filed.

· Coordinate with all relevant staff to ensure that the outstanding POs are invoiced and accurately paid in time.

· Create and Upload Dynad journals entries arising from balance sheet account reconciliations and any other reclasses and submit to SFO and Finance Manager for review and further processing.

· Prepare payment Journals and submit to the workflow for approval and ensure timely posting and settlement is done.

Bank & Cash management.

· Responsible for reviewing bank reconciliation statement prepared by finance intern to ensure its accuracy.

· Work with relevant departments to provide the necessary information to help develop accurate cash forecasts and ensure adequate cash is available for field operations.

· Monitoring cash usage, requirements and regularly informing senior finance officer or area coordinator on the liquidity position.

Other tasks.

· Daily supervision and review of other tasks of finance intern for efficiency & effectiveness.

· Support the Senior finance officer and finance manager to create and sustain a healthy finance team environment of mutual respect and accountability where team members strive to achieve excellence.

· Provide integra users/members with capacity support, information, tools, and other resources to improve performance and achieve team/organizational objectives.

· Provide other support to volunteers, interns and other staff as may be necessary.

Staff Management and Development

· Coach, train, and mentor finance Intern with the aim of strengthening their technical capacity, exchanging knowledge within the team, and providing professional development guidance.

· Supervise and mentor direct-report staff, including communicating clear expectations, setting performance objectives, providing regular and timely feedback, and providing documented semi-annual performance reviews.

· Provide constructive feedback and counsel on appropriate career paths and professional development.

· Promote and monitor staff care and well-being; approve and manage all leave requests to ensure adequate coverage.

· Offer leadership support for successful adherence by staff to IRC’s Global Finance and HR Operating Policies and Procedures.

· Any other duties assigned by the supervisor.

Internal: Program and support departments

External: Official Bank agents for Baghdad office

Minimum Qualifications:

·Bachelor’s degree in accounting, Finance or CPA.

·Not less than 2 years’ Experience within the Finance Department of an international organization. Experience in the humanitarian sector will be an added advantage.

·Computer literate with significant experience in excel, accounting packages & Integra accounting system will be an added advantage.

·The candidate should be mature, with a stable personality and ability to maintain confidentiality.

·Minimum working experience of 3years in the same capacity

Demonstrated Skills and Competencies:

·Knowledge of Excel and ERP system an added advantage.

·Working knowledge of accounting software such as Microsoft 365 a plus

·Ability to work under pressure and meet deadlines and be well organized.

·Ability to carry out work with a high degree of integrity and maintain confidentiality.

·Strong communication skills

Total benefits:

  • Salary range: (2,026,545 2,634,509) Iraqi Dinars, based on various factors including the labor market, job type, internal equity and budget as well as calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
  • 13th month salary per year.
  • 21 days of leave and 15 days of paid holidays per year.
  • IRC provides health insurance for staff and their dependents.
