BACKGROUND TO IRC
The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933 at the request of Albert Einstein, IRC offers life-saving care and life-changing assistance to refugees forced to flee from war or disaster. In 2007, the IRC began providing humanitarian assistance to vulnerable and crisis-affected people in Jordan in response to an influx of Iraqi refugees and the strain on host communities. Following the eruption of the Syrian war in 2011, hundreds of thousands of refugees crossed into Jordan. The ongoing insecurity in Syria and the growing needs of refugees have strained Jordan’s resources and infrastructure and exacerbated pre-existing issues like water scarcity and high unemployment.

As resources become more limited, refugees and host communities have fewer economic opportunities and become more vulnerable. The IRC’s new strategy for Jordan shows our commitment to improving the safety, health, education, and economic well-being of people affected by conflict, in camp-based (Za’atari) refugees and urban-based refugees, and in coordination with the humanitarian community and the Government of Jordan.

SCOPE OF WORK
The WPE Senior Officer supervises the national response team on a day-to-day basis to ensure quality program implementation. She will be supervising  the provision of safe and appropriate services to survivors of gender-based violence, and interventions to reduce risks faced by women and girls in emergencies.  When applicable, she will be alsoensuring the quality and harmonization of GBV case management service delivery provided by IRC staff as well as partner staff working in Women and Girls Safe Spaces and CBOs, through mentoring, coaching and providing technical capacity building to staff on response services including case management service delivery processes for survivors. The WPE Senior Officer will also support in grant planning, implementation, monitoring and reporting, as well as representation of the team across relevant working groups at the local and national levels.

MAIN RESPONSIBILITIES:

Technical Quality
1) Reinforce adherence to the VAWG/GBV guiding principles throughout all WPE activities.
2) Ensure response work with clients adheres to best-practice principles when working with women and girl survivors of violence
3) Support safe and ethical data collection, documentation and storage in all WPE field sites.


Staff Supervision & Development
1)Directly supervise GBV Case Workers/ Counsellors and other WPE staff as relevant.
2) Support the provision of ongoing supervision, leadership, training and technical support and guidance to all program staff including partners.
3) Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
4) Ensure timely completion and submission of monthly timesheets, probations reviews and annual performance reviews.
5) Plan/coordinate and oversee staff work plans and training/development activities.
6) Mentor and support staff professional development and foster a positive team spirit to encourage innovative and quality programming.

Grant Planning & Implementation
1) Prepare and maintain/update detailed work plan(s) that support and achieve the overall grant timeline and completion date.
2) Provide direction and monitor staff in their implementation of the work plan and quality of technical activities, share relevant information and direction to improve quality and achieve timelines.
3) Manage/monitor monthly expenditures and track budgets to ensure that all spending is in line with approved budgets and timelines, including developing procurement plans, monthly program spending plan and cash forecasts.
4) Contribute to the collection of data and strategy development for the sector.  

Coordination,Representation & Partnerships

1) Represent the IRC and WPE program at the field level by attending relevant working groups and coordination meetings with UN agencies, national and international NGOs, local authorities, and donors.
2) Actively participate in GBV coordination efforts at the field and, if required, at the national level.
3) Develop and maintain effective working relationships with relevant stakeholders including community leaders, local authorities, and other implementing partners.
4) Develop and oversee and support the implementation of the capacity building plans for IRC partners
5) Work closely with IRC Logistics, Finance and Grant staff to ensure timely and complaint program activities and expenditures.

Monitoring responsibilities:

1) Undertake regular field monitoring visits to assess progress and identify technical quality issues and/or other implementation issues; provide solutions and implement modifications as required.
2) Ensure all monitoring activities are fully documented, including systematic and timely data collection.
3) Produce/contribute to IRC and donor reports as per set schedules (monthly, quarterly and annually) on grant activities, indicators and achievements.
4) Ensure that WPE activities respond to a clear analysis of the problems, causes, contributing factors, and issues specific to VAWG, as identified through regular monitoring and evaluation activities.

Other duties:
1) Consistently and proactively monitor/assess the safety and security of the team, promptly reporting concerns or incidents to IRC management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs.
2) Other duties as assigned by the supervisor to enable and develop IRC programs.

Minimum Qualifications:

JOB REQUIREMENTS
University Degree in field of gender-based violence, social work, psychology, sociology or related field.
Certification in Training
Minimum 5 years of experience in training in GBV case management in clinical and/or direct practice settings, in emergency settings.
Excellent technical skills in GBV/case management in humanitarian settings. Strong familiarity with international guiding principles and best practices required, such as MISP, IASC guidelines, and other guidelines on GBV in conflict/humanitarian settings.
Demonstrated experience developing staff capacity and implementing formal, regular staff trainings.
Experience conducting assessments and using participatory approaches.
Experience working with NGOs, community leaders, religious leaders and local authorities.
Strong  project planning, organizational, interpersonal and communication skills.
Ability to write clear and concise reports.
Strong computer skills: must be competent in the use of Windows, MS office programs (Word, Excel, Access) and email programs.
Ability to work in unstable security environments, and under administrative and programmatic pressures.
Fluency in Arabic and English
