BACKGROUND TO IRC
The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933 at the request of Albert Einstein, IRC offers life-saving care and life-changing assistance to refugees forced to flee from war or disaster. In 2007, the IRC began providing humanitarian assistance to vulnerable and crisis-affected people in Jordan in response to an influx of Iraqi refugees and the strain on host communities. Following the eruption of the Syrian war in 2011, hundreds of thousands of refugees crossed into Jordan. The ongoing insecurity in Syria and the growing needs of refugees have strained Jordan’s resources and infrastructure and exacerbated pre-existing issues like water scarcity and high unemployment.

As resources become more limited, refugees and host communities have fewer economic opportunities and become more vulnerable. The IRC’s new strategy for Jordan shows our commitment to improving the safety, health, education, and economic well-being of people affected by conflict, in camp-based (Za’atari) refugees and urban-based refugees, and in coordination with the humanitarian community and the Government of Jordan.

SCOPE OF WORK
The WPE Counsellor responds to reported incidents of gender-based violence (GBV) in a timely, survivor-centered and caring manner in order to ensure that survivors can heal through receiving planned quality holistic and appropriate health, legal safety and security and psychosocial care and support. The WPE Counsellor is responsible for delivering case management and counseling services in women and girls’ safe spaces. The WPE Counsellor also assists in raising awareness to prevent gender-based violence incidents from happening and to ensure that survivors of GBV know what the services available to them are and how to access them. In addition, the   WPE Counsellor will provide emotional and case management support for women and girls in non-GBV cases and women at risk who disclose to them.

SPECIFIC DUTIES AND RESPONSIBILITIES

Case Management
Provide direct support and care for vulnerable women and girls (including survivors of gender-based violence),including psychosocial support and case management. 
Provide direct age-appropriate and specialized support and care for vulnerable adolescent and girl children (including survivors of GBV), including counseling and case management. 
Treat survivors and other vulnerable beneficiaries with indiscriminate respect, kindness and in a caring manner, always maintaining confidentiality and based on survivors’ needs and wishes.
Give survivors information about consequences of sexual assault, mandatory reporting regulations and help them as they identify their own needs and options.
Collaborate with survivors to develop action plans to address survivors’ physical, emotional, psychological, social, protection, and financial needs and provide follow up to ensure needed services are provided.
Work closely upon consent of the survivor with the IRC clinic, Economic Recovery Development program, and cash unit as well as other referral partners on referrals to ensure holistic care of survivors,
Participate in case conferences, file reviews and any other meetings as required.

Counselling
Conduct in-take and psychosocial assessments of each client
Provide individual PSS support, counseling and guidance to women and girl’s at risk of GBV and GBV survivors and other vulnerable groups.
Provide group counselingPSS groups (girl’s shine,care givers of adolescents EMAP (Engaging Men in Accountable Practices))
Provide referrals for beneficiaries in need of additional specialized mental health support and other required services.

Awareness-raising
Work closely with other WPE and partner staff (where relevant) to sensitize community members on GBV and IRC services available within the Women and Girls Safe Spaces (WGSS).
provide feedback on needs and gaps to the WPE Senior Officer and the wider team
Work closely with the Community mobilizers to provide outreach to encourage survivors to come forward and seek assistance.

Documentation
Provide case documentation in line with safety, ethics and confidentiality.
Compile GBVIMS/ Primero, and data reports monthly.
Complete the case management quality assessment tool and the satisfaction surveys, on a monthly basis.
Participate in weekly reporting and planning meetings to ensure adherence to standards of care, quality case management, and reporting requirements are followed in addition to sharing GBV risks a key trends.
Prepare the success stories when applicable to be shared with the WPE Senior Officer for reporting issues.
Complete confidential incident report and all other case related forms.

Other Duties
Compile and prepare weekly / monthly reports and any other data as required by the senior officers and WPE Manager.
Attend trainings and assist in facilitating trainings as required.
Increase the quality of case management services provision by coordinating with other service providers in the referral pathway and attend UNHCR meetings.
Prepare for celebrations on the international events/ campaigns such as 16 days of activism and international women’s day.
Facilitate youth initiatives to empower youth in community development.
Work closely with women committees and build their capacities.
Refer GBV cases for regular and emergency cash assistance.
Engage in meetings with other service providers when needed.
Any other task as designated by the Senior WPE Officer, Deputy Director, Programs or other relevant team members

Minimum Qualifications:

Job Requirements:
Holder of a Bachelor's Degree in Social Work; Medical Social Work, Psychology or any other related field.
At least 3-5 years of counselling experience with issues relating to violence against women and girls, gender and development, child protection or social change
Clear understanding of gender inequality, and issues surrounding violence against women and girls.
Ability to maintain confidentiality and respect for clients and Survivor-centered approach, at all times is essential.
Positive and professional attitude, able to organize, maintain composure and prioritize work under pressure, work overtime when necessary and be able to coordinate multiple tasks and maintain attention to detail.
Ability to work as a member of a team is essential.
Fluency in written and spoken Arabic and good English.
