The Government of The Bahamas (GoBH) is implementing The Bahamas Debt Conversion Project for Marine Conservation (BDCPMC) with the support from the Inter-American Development Bank (IDB) This transaction will significantly increase the resources dedicated to biodiversity conservation and climate mitigation across The Bahamas, including the allocation of new funds and technical support to a range of GOBH departments and agencies (Department of Marine Resources (DMR), the Department of Environmental Planning and Protection (DEPP), the Forestry Unit; the Coordinating Unit in the Climate Change and Environmental Advisory Unit in theOffice of the Prime Minister (OPM), and the Bahamas National Trust (BNT). These institutions and organizations will benefit from actions to strengthen current operations, including through training and other learning opportunities, additional human resources, and added infrastructure to achieve the mandates established in the Conservation Agreement included in the BDCMPC. The respective GoBH institutions and BNT are required to assess their capacity needs and develop a suitable Capacity Building Strategy and Action Plan for institutional strengthening in support of the government commitments for the BDCMPMC, specifically Milestone 2 of the Conservation Agreement.
To this end, technical support is being provided to GoBH (agencies/departments) and the BNT, to assess their respective capacity needs to inform the preparation of Capacity Building Strategies and Actions Plans to meet the requirements of Milestone 2. The Action Plans will identify and prioritize precise actions and budget over a specific timeline to enable the organizations to put the physical infrastructure, technology, human resources, and finances in place to fulfill the terms of The Bahamas Debt Conversion Project for Marine Conservation. Each of identified institutions hold some responsibilities for the permitting, administration, management, or development of key marine resources to be impacted by BDCMC.

About this position
We are looking for a thought leader with a proven track record and experience in organizational design to serve as Capacity Assessment and Strategy Development Consultant. As Capacity Assessment and Strategy Development Consultant you will work in close collaboration with representatives of the identified institutions and departments, to conduct comprehensive capacity assessments using various methodological tools and techniques to inform the elaboration of Capacity Building Strategies and Action Plans.
You will work in the Climate Change Division (CSD/CCS), which is part of the Department of Climate Change and Sustainability (CSD). The team is responsible for advising IDB management and developing policies, strategies, operational guidelines, and programs relevant to the sector, as well as related areas. Additionally, CSD conducts research, analytical work, sectoral best practices, and case studies on climate change and sustainability. As a division CSD, CSD/CCS provides support in: (i) Mainstreaming climate change into IDB Group operations and activities and (ii) integrating climate change considerations into regional IDB Group countries by supporting environmental, planning, ad finance ministries across the region. Both areas share the objective of strengthening climate policy at the subnational, national and regional levels.
What you’ll do
- Propose applicable methodologies and techniques to undertake the capacity assessments for the identified institutions the results of which will inform the elaboration of the capacity building strategies and action plans for the GoBH and the BNT.
- Conduct regular meetings (virtual consultations, in-person meetings) with the GoBH and BNT to plan and implement the capacity assessment.
- Desk-Top Review and Analysis, review of literature including annual reports, operations and organization manuals of the identified institutions.
- Data consolidation and analysis to develop a thorough qualitative and quantitative database to support capacity assessment findings and recommendations.
- Facilitate workshop with GoBH and BNT to review and validate the findings of the capacity assessment and develop recommendations to resource and address the staff, technology, infrastructure, training and technical and financial support needed to fulfill their responsibilities.
- Prepare draft Capacity Assessment Report for review and comments.
- Facilitate in-person workshop to review draft Capacity Assessment Report and collaborate on the preparation of the Capacity Building Strategy and Action Plan.
- Consolidate comments an elaborate Capacity Building Strategy and Action Plan for GoBH and a second strategy and plan for BNT.
- Facilitate validation workshop with key selected participants of GoBH and BNT for the two Capacity Building Strategy and Action Plans.
What you'll need
- Education/Specialization: Master’s degree or equivalent in conservation planning and management, natural resource conservation, or similar field, with some training and education in organizational management
- Experience/Level: Minimum of 10 years of relevant professional experience, or an equivalent combination of education and experience in institutional/capacity needs assessment and strategy development for public institutions and/or non-governmental organization.
- Languages: Proficiency in English (oral and written) is required.
