About this position
The Caribbean region faces daunting security challenges from transnational organized crime, youth violence, and other illicit activities that jeopardize the safety and stability of the region. The IDB has been working in the Caribbean on citizen security for over two decades and its impact has been significant within individual nation states. Nonetheless, there is need for further action to meet the demand among member states for greater action on crime and violence. The IDB has therefore designed a regional program, One Safe Caribbean, within the institution’s ONE Caribbean Framework, specifically seeking to combat elements of crime and violence that are of common concern and can benefit from collective action in the Caribbean. ONE Safe Caribbean will focus on organized crime, youth violence, gender-based violence and evidence for effective policy and operational responses. ONE Safe Caribbean will also work directly with The Bahamas, Barbados, Belize, Guyana, Jamaica, Suriname, and Trinidad and Tobago as well as indirectly with Haiti and nations within the Organization of Eastern Caribbean States (OECS). Additionally, ONE Safe Caribbean is aligned to the recently launched Alliance for Security, Justice and Development in Latin America and the Caribbean, which aims to strengthen the cooperation between regional countries in addressing organized crime; and develop a platform for mobilizing resources and broader coordination among multilaterals, governments, bilateral partners, the private sector and civil society.
We are seeking a regional security consultant for the Caribbean to provide technical and administrative support for the execution of ONE Safe Caribbean Initiatives. The consultant will support the planning, monitoring, and implementation of program initiatives, ensuring that all tasks are completed on time and in alignment with the program's goals. The consultant will also provide essential administrative support to ensure the smooth execution of program activities across the Caribbean region. The consultant will work under the auspices of the Institutions for Development (IFD) Department, with specific assignment to the Citizen Security Division (IFD/CIS).
What you’ll do
- Track project activities, troubleshoot implementation bottlenecks and review deliverables from consultants and firms implementing ONE Safe Caribbean initiatives.
- Conduct background research on topics requested by the Project Team Lead.
- Prepare technical inputs for inclusion in IDB documents for internal and external audiences.
- Provide administrative support in the coordination of external stakeholders supporting the implementation of the ONE Safe Caribbean program and its strategic initiatives, ensuring efficient communication and task management.’
- Assist in preparing correspondence, minutes, reports, presentations, and documentation, as well as tracking project milestones and timelines to ensure successful execution of program activities.
- Organize and schedule meetings, workshops, and events, including preparation and logistical planning to ensure alignment and timely delivery of program objectives across the Caribbean region.
- Undertake other tasks and ad-hoc assignments, as assigned by the Project Team Lead.
Key skills
What you'll need
• Education:
Bachelor’s degree (or equivalent advanced degree) in Criminal Justice, International Relations, Public Administration, Political Science, International Development, or a related field relevant to the responsibilities of the role.
• Experience:
At least 2 years of professional experience in analytical work and project management in public security and/or international relations. Must have experience engaging in policy dialogue with high-level public officials, including a track record of preparing technical papers, briefs and other products for policy considerations. Background in communications, research and/or collaborative project implementation at the national and regional level within the Caribbean is preferred. Prior experience with IDB operational systems and practices is highly desirable.
• Languages:
Proficiency in English.

- You are a citizen of one of our 48-member countries.
• Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.

Length of contract: 12 months initially, renewable up to 36 months upon mutual agreement.
