VPU Context:
The South Asia Region (Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka) is at a crucial stage of development. Rapid economic growth, driven by urbanization and demographic dividend, has brought down poverty rates, but severe forms of exclusion and disparities based on ethnicity, caste, and gender remain. Rapid growth has also come with congestion and pollution in cities. South Asia is more than other regions affected by changes in temperature and extreme weather event. Additional challenges are that South Asia is underperforming in exports, has large informal sectors and low female labor force participation rates. All these challenges must be addressed to secure rapid growth in coming decades. Private sector led growth, focused on investments in infrastructure, energy, logistics and cities are essential to generate the jobs needed to employ South Asia’s sizeable youth population. At the same time, the region needs to continue building human capital so that South Asia’s population is well equipped for the jobs of the future.

Unit Context:
The Poverty and Equity Global Practice, part of the Prosperity vice-presidency, plays a crucial role in supporting the World Bank Group’s goals of ending extreme poverty and boosting shared prosperity. It generates knowledge and dialogue and supports operational solutions, focusing on poverty monitoring and statistical capacity building, markets and institutions, fiscal and social policy, and resilience to shocks and sustainability.
From June to August 2022, Pakistan endured a devastating disaster triggered by torrential rains and a mix of riverine, urban, and flash flooding, impacting 33 million people—roughly one in seven—displacing eight million, and inflicting severe losses to household income, assets, food security, and human capital, according to the National Disaster Management Authority (NDMA). In response, International Partners pledged substantial funding to support the Government of Pakistan’s Resilient Recovery, Rehabilitation, and Reconstruction Framework (4RF), leading to the creation of the ME3F (Pakistan Flood Reconstruction Monitoring) project, which independently tracks and assesses the reconstruction process by examining welfare outcomes, resource fairness, infrastructure resilience, and financial transparency. To strengthen this critical initiative, our Washington, DC-based team is seeking an Extended Term Consultant microeconomist to contribute expertise to the effort.
We are looking for a candidate with robust technical skills in microeconomics, paired with exceptional communication and interpersonal abilities. The ideal individual will be innovative, results-oriented, and thrive in a collaborative environment. This position, based in Washington, DC, offers a 12-month Extended Term Consultant contract at the EC2 level, providing an opportunity to make a meaningful impact on Pakistan’s recovery.
Duties and accountabilities:
The selected Extended Term Consultant microeconomist will join our team with opportunities to contribute to research for academic publications. Responsibilities include:
• Conducting microeconomic analyses using statistical methods and spatial econometrics.
• Assessing impacts on household welfare, agricultural and non-agricultural productivity, employment, human development outcomes (focusing on child mortality, stunting, learning losses, and cognitive development in young children), and displacement.
• Supporting project implementation by designing questionnaires, ensuring data quality from survey firms, and managing large, complex datasets, including
household surveys and administrative records.
• Contributing to the drafting of reports and academic articles to share findings.
