Organizational Setting and Reporting Relationship
The position of Investment Specialist is assigned to the Portfolio Management Division (PSPM) within the Private Sector Operations Department (PSOD). You will be based at our Headquarters in Manila, Philippines, and may be assigned in one of ADB's Resident Missions in the future.
You will report to the Director, PSPM and will oversee Junior team members.
Your Role
As an Investment Specialist, you will work directly with clients, taking responsibility for designated accounts within PSPM's overall portfolio of debt and other investments in infrastructure projects and corporates in developing Asia.
You will:
a. Management of Accounts
- Assume primary account and relationship responsibility for assigned accounts, driving a "no surprises" culture, with emphasis on early problem recognition, escalation of issues, and solutions.
- Review and endorse consent, waiver and amendment requests, annual reviews, ratings, and other documents.
b. Portfolio Management
- Oversee the monitoring of the financial health and development impact of the portfolio.
- Monitor periodic progress of reporting of project implementation, compliance with financial covenants and environmental and social safeguards standards.
- Monitor payment of fees and loan servicing.
- Monitor tools being used for financial analysis, risk evaluation and review and measures to mitigate risk.
- Ensure quality and consistency of reports and communication.
- Assess the impact of prospective new financings on existing portfolio.
- Oversee quality of project records in ADB's online document management system or equivalent systems.
- Identify risks and project implementation problems, leading identification of action plans to mitigate such risks and may be involved in restructuring , or workout activities.
c. Strategy and Planning
- Prepare and monitor portfolio management plans.
- Design tools and models to improve PSOD's portfolio or a specific component of the portfolio and implement.
- Lead initiatives and change projects.
d. Knowledge Center for Governance, Risk Advisory and Development Impact
- Measure expected development, environmental and social safeguard outcomes in existing and proposed interventions, in close liaison with stakeholders.
- Lead portfolio reviews, credit reviews and extended annual review reports
e. External Liaison and Knowledge Sharing
- Maintain and share knowledge of latest and best practices in project and corporate financing, corporate social responsibility and overall investment management.
- Develop relationships with business leaders in developing Asia.
- Analyse market and investment trends.
f. Staff Management
- Lead diverse teams and ensure work quality.
- Manage the performance of teams and individuals, providing clear direction and regular monitoring and feedback on performance.
- Provide mentoring to team members and ensure their ongoing learning and development.
Qualifications
You will need:
- A University degree in business administration, finance or related fields; preferably at post-graduate level or its equivalent.
- At least 6 years of relevant professional experience in corporate and/or project finance, with a leading international financial institution, including hands-on experience in project and portfolio management and administration
- Advanced credit analysis, in respect of project and/or corporate finance; a deep understanding of debt capital markets and products
- Experience in risk management, including rating methodologies, risk categories (market risk, credit risk, operational risk).
- Knowledge of loan, investment, and credit products.
- Skill to lead negotiations with a broad spectrum of stakeholders, including borrowers, sponsors, and co-lenders.
- Excellent oral and written skills in English.
- International experience working in several countries.

Additional Information
This position is crucial to the Workforce Rebalancing Framework (2022-2027), a strategic initiative aimed at enhancing ADB's in-house expertise previously sourced from the external workforce. The role seeks seasoned experts with substantial field experience capable of leading policy dialogue, and projects focused on delivering knowledge solutions. Successful candidates may occasionally undertake short-term assignments in other groups or departments when required.
This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 ("Recruitment and Appointment'). This appointment is not convertible to a regular appointment. At the end of the initial period, this appointment may be renewed for a period of up to three years, or not renewed. There is no limit on the number of renewals. This appointment is open to internal and external applicants.
