Overview of positionOur client was established by Security Council resolution 1996 (2011) & is mandated to support the implementation of the revitalized agreement on the resolution of the conflict in South Sudan, to help build durable peace & to assist in the protection of civilians & the creation of conditions conducive to the delivery of humanitarian assistance.
The ICT Project Support is located in engineering section of our clients operations in South Sudan, with duty station in various regions of the mission. The ICT Project Support reports to the Chief Engineer or his / her representative & the selected candidate is responsible for overseeing & coordinating the ICT specific project including effective management, accountability & stewardship of assets throughout their life cycle by utilizing ERP systems, Power BI & UMOJA.
Within the delegated authority from the Chief Engineer, the ICT Project Support will handle the following duties:
Planning, monitoring & reporting:
Assist in the planning & execution of asset management operations & systems.
Monitor progress through statistical analysis of database records & monthly reports.
Prepare accurate & auditable statistical reports for management & draft related correspondence.
Collaborate with the Property Management Section (PMS) to achieve compliance with Key Performance Indicators (KPIs) related to asset management.
Asset accountability & compliance:
Maintain accurate & auditable records in UMOJA to ensure accountability for UN assets.
Ensure compliance with UN administrative instructions, logistics Division / Department of Field Support (DFS) guidelines & mission property management SOPs.
Identify & resolve issues affecting asset integrity & compliance, implementing process improvements as needed.
Inventory & database management:
Monitor & update the UMOJA inventory management database to detect & correct anomalies.
Reconcile discrepancies in the engineering sections assets reported by the Property Management Unit (PMU).
Create & manage notifications & updates related to material issuance, write offs & asset movements using the UMOJA system.
Asset lifecycle management:
Coordinate the issuance, tracking & physical verification of engineering assets & equipment.
Recommend assets for write off due to damage, obsolescence or surplus.
Conduct Receiving & Inspection (R&I) of materials, ensuring consistency with purchase orders & specifications.
Field operations & inspections:
Conduct regular site visits to mission field offices to verify ICT asset deployment & status.
Perform physical inspections of UN owned equipment to ensure proper use & condition.
Records & documentation:
Ensure that all relevant Inventory & Asset Management (IAM) documents, including handover records, write offs & notifications are properly archived in electronic formats for audit readiness & administrative reference.
Real estate & construction asset management:
Perform physical verification & data enrichment of real estate objects in UMOJA.
Create & manage lease in / lease out contracts & Assets Under Construction (AUC) records using work breakdown structures in UMOJA.
Other duties:
Perform additional tasks as required in support of ICT project operations & asset management initiatives.
The ICT Project Support reports to the Chief Engineer or his / her representative.
Key competenciesBachelor’s degree or equivalent in engineering (civil, electrical, mechanical or related), supply chain management, business / accounting administration, logistics, asset / property management or a related field relevant to property & engineering asset management is required.
A minimum of five years of progressively responsible experience in asset management, property management, supply chain management, logistics, data analytics or related administrative / finance functions is required.
At least two years of international experience in a similar capacity is desirable, preferably within the United Nations (UN) system or other international organizations.
Experience in providing asset management & supply chain support services in volatile, conflict or post conflict environments is highly desirable.
Hands on experience with Enterprise Resource Planning (ERP) systems, such as UMOJA (SAP) or equivalent platforms, particularly in areas such as inventory control, procurement, scheduling & logistics processes is desirable.
English & French are the working languages of the UN Secretariat, for the post advertised, fluency in English is required.
Thorough technical knowledge of different waste management solutions, including on hazardous waste, ability to simplify complex information & communicate such information to less technically trained team members.
Good adaptability skills to find creative solutions depending on contexts.
