Mission and objectives
The World Food Programme is the world’s largest humanitarian organization, saving lives in emergencies and using food assistance to build a pathway to peace, stability and prosperity for people recovering from conflict, disasters and the impact of climate change.
Context
The World Food Programme (WFP) in the Republic of Congo is responsible for the management and oversight of critical infrastructure in support of its humanitarian and development activities.
As part of the McGovern-Dole project implemented in partnership with CRS, WFP serves as the fiduciary authority for infrastructure, certifying the compliance and quality of construction works.
In parallel, WFP is undertaking the renovation of its office in Brazzaville, along with a rehabilitation program for its sub-offices in Ouesso, Nkayi, and Pointe-Noire. These initiatives require advanced technical expertise in infrastructure management and rigorous supervision of the works.

Task description
Construction and Infrastructure Project Responsibilities
- Serve as the focal point for the project on construction sites between WFP and other stakeholders, including design and supervision firms, construction companies, and local authorities, in coordination with various internal units such as administration, procurement, security, and finance.
- Collaborate with local authorities to ensure the provision of certificates and construction permits.
- Prepare preliminary and detailed cost estimates and bidding documents (BoQs), as well as support procurement processes to implement civil, structural, electrical, mechanical, and special systems within the project framework.
- Conduct market assessments to identify and evaluate design and supervision firms and construction companies.
- Supervise construction, manage the site, implement project risk mitigation measures, schedule and coordinate activities, while ensuring that work methods meet WFP's standards for quality, health, safety, and the environment.
- Coordinate all elements of the project, including construction planning, material approvals, administrative, contractual, and budget follow-up, and project handover/closure, in consultation with WFP Engineering at Headquarters. Ensure that construction activities comply with regulations, technical standards, and national legislation.
- Monitor and verify material quality tests and on-site and off-site inspections (e.g., in testing laboratories). This also includes providing technical analysis and recommendations in accordance with relevant codes and standards.
- Assess construction equipment, installations, and machinery according to established specifications. Also, evaluate the skills and performance of operators during site mobilization and work progress.
- Supervise and regularly report on work progress in accordance with approved plans, work schedules, and contractual conditions. This includes direct coordination with the Engineering Unit at Headquarters.
- Prepare variation orders, including cost estimates, to address and resolve challenges and changes as they arise. This extends to solving constraints and delays in work schedules caused by contractors, design firms, or evolving WFP needs.
- Inspect completed works and supervise the handover of executed works, including the preparation of necessary completion documentation.
- Carry out engineering tasks using design software.
- Perform other duties as assigned by the Country Director or senior management team.
Facilities Management
- Administrative Support:
Coordinate office maintenance requests and supervise cleaning, upkeep, and repair works to ensure compliance with WFP standards.
- Facilities Management:
Monitor the physical condition of WFP premises and infrastructure to ensure compliance with health, safety, and environmental standards.
Assist in managing contracts and services related to facilities, including utilities, security, and building maintenance.
Logistics Coordination:
- Support the logistical organization of internal events, including room setup and coordination of required equipment.
- Manage office supply and furniture inventories, ensuring timely procurement and distribution.
Compliance and Safety:
- Support the implementation of safety and security standards within the office premises.
- Assist in conducting evacuation drills and safety trainings to raise awareness and prepare staff.
Documentation and Reporting:
- Maintain records related to facilities management, including asset registers and maintenance logs.
- Prepare periodic reports on infrastructure usage and maintenance activities.
