Overview & Responsibilities

Monitoring and Evaluation (M&E) exercises conducted at IDLO follow the international OECD DAC standards. Within this context, IDLO strives to strengthen and coordinate its internal project monitoring system across all its field activities. Project monitoring is an integral part of the project cycle and a pre-requisite for successful results-based management. By supporting the data collection and analysis, as well as periodically assessing the extent of the overall project progress (at the input, output and outcome level), it generates important information on the project advancement and allows for necessary adjustments. It also generates important data for a higher level of appraisals as, inter alia, mid-term reviews and (impact) evaluations assessing project results at the outcome level by measuring to what degree the expected projects’ objectives have been achieved.

Under the supervision of the Country Manager, Ukraine, and in close coordination with the relevant Field Programme Managers, Ukraine, as well as in close consultation with IDLO’s Eastern Europe and Central Asia (EECA) team and Programme Development & Monitoring Team (PDMT), the M&E Specialist will perform the following duties:

  • Assist in data collection for key performance indicators, including by liaising with project coordinators and ensure that necessary data collection tools are available and implemented in compliance with IDLO’s Monitoring Guidelines;
  • Assist in pre-intervention assessment exercises to establish baselines and targets, as well as other relevant data to inform the project design;
  • Support in designing and regularly updating the programmatic M&E tools including: Theories of Change, logical models, logical frameworks, key performance indicators, Indicators Tracking Table (ITT), MEL Plans, risk-management plans, and relevant data collection tools;
  • Ensure that MEL Plan and M&E activities are correctly implemented, as per IDLO Monitoring Guidelines and project compliance sheets, in line with donor requirements.
  • Lead in the implementation of the IDLO standard internal monitoring procedures, generate periodic monitoring reports with proposals of strategies for addressing identified challenges relating to the Program implementation;
  • Regularly review progress, including through reflection exercises, and liaise with the relevant Programme Teams, stakeholders and beneficiaries to identify success stories, best practices, lessons learned and necessary programmatic areas of improvement;
  • Provide rapid response to requests for M&E related data and information from IDLO, donors or partners;
  • Support in drafting ToRs for external evaluations, and facilitate in coordinating meetings for the evaluation team;
  • Review evaluation reports, provide input and feedback, and consolidate team’s comments on the report;
  • Facilitate in drafting management responses as per the recommendations of evaluation reports;
  • Support the Programmes teams in planning, implementation and work-planning;
  • Assess technical, budgetary and personnel needs for IDLO to be able to deliver on its M&E overall commitments; and
  • Carry out any other duties within the overall function and level of responsibility of the post.

Job Requirements

Education and Work Experience

  • Undergraduate degree in Social Sciences, International Relations, Economics, Business Administration, Statistics, or related studies is required.
  • At least 5- 7 years of experience in international technical assistance programming in performance monitoring and evaluation roles required. Prior work experience in rule of law programming an asset.

Languages

  • Excellent oral and writing skills in English. Ukrainian is an asset.

Skills & Abilities

  • Demonstrated knowledge of M&E frameworks, data analysis, synthesis, and report writing;
  • Excellent knowledge of M&E standards (in particular the OECD DAC framework).
  • Excellent understanding of key performance indicators, including formulation and tracking;
  • Demonstrated capacity to use project M&E tools to monitor programme results;
  • Computer skills demonstrating competency in managing complex data-sets is a plus.
  • Proficiency in impact-oriented storytelling and report writing;
  • Ability to respond timely to queries and provide feedback;
  • Ability to work under pressure with tight deadlines, flexibility and focus on results;
  • Self-motivated and dynamic, willing, and able to take initiative to assist the organization to achieve its objectives;

Terms & Conditions

IDLO shall offer the selected candidate a Single Engagement Agreement for 6 months.
