Functional Responsibilities

Provide analytical support to the Project Manager in the design and development of the Monitoring and Evaluation strategy and framework for the related project
-
Develop and maintain a system that collates information on all project activities that need to feed into the project M&E framework
-
Support UNOPS Yemen Officer at the strategic level for the M&E department
-
Ensure that implementing partner(s) fulfill their M&E and Reporting obligations, including enabling the participation of beneficiaries, and that recording and reporting systems are harmonized among implementing partner(s) where possible;
-
Provide support and feedback on M&E and performance issues to implementing partner(s) ;
-
Conduct regular field visits to project sites to monitor progress..

Create and regularly update GIS mapping of all interventions under the project implementation areas with the GIS specialist
-
Support the planning of project interventions and the integration of M&E activities for subsequent years of the project
-
Liaise with other stakeholders including Developers and internal team members on the design and implementation of the remote monitoring tool.

Support in installing and configuring mobile data collection tools on smartphones or tablets
-
Review monitoring and quality control reports coming from engineers from the field
-
Coordinate withThird Party Monitoring agency during the project life cycle on the findings and corrective actions

Coordinate and oversee all reports from field engineers.

Adhere to the agreed reporting cycles and requirements with each implementing partner;
-
Support in developing and managing the standard monitoring, evaluation and reporting formats based on the logical framework and reporting requirements;
-
Support the Mid Term Review, End Project Reviews and Annual Reviews and related reporting requirements;
-
Support the Project Manager in completing necessary internal reporting requirements.

Ability to visit the rural field sites and conduct on-site monitoring of the rural areas
-
Participate in the preparation and monitoring program progress and other report
-
Coordinate information flows and oversee change controls, risk registers and issue management.

Support the UNOPS Yemen Office for the M&E strategic work
-
Coordinate assigned delivery of work packages and take responsibility for progress.
-
Coordinate and liaise with the Project Manager on the implementation progress.
-
Identify and escalate to the Project Manager of any deviations from the plan and update plans.
-
Work with the Project manager to identify and manage risks.
-
Maintain and update implementation plans
-
Identify continuous improvement and lessons learned.
3. Stakeholder management, coordination and liaison
-
Establish a solid working relationship with the project board (Executive, Senior Users and Senior Suppliers), client and key stakeholders.
-
Supports the Project Manager in communication between the project and the donor.
-
Supports the Project Manager to advise the client on issues that may impact the achievement of their outcomes (including issues of sustainability and post project requirements such as maintenance).
. 4. Knowledge management and and Capacity Building

Support the project Manager in managing lessons learnt and best practices coming out of the programme;
-
Support the project Manager in setting up an Accountability to Affected Population Mechanism
-
Facilitate dissemination and use of lessons learnt, M&E findings and reports amongst stakeholders;
-
Based on the monitoring and evaluation data, support the project in developing performance improvement plans; and
-
Support in building the capacities of implementing partners in M&E through workshops based as needed.

Perform other similar duties as may be assigned by the project Manager to support the implementation and oversight of the project.

Encourage routine and effective capacity building activities are conducted in order to build the long-term and sustainable capacity of staff.

Actively interact with other Project Managers and the wider PM community to share case studies, lessons learned and best practices
-
Contribute to the oversight of lessons learned procedures, ensuring that lessons learnt are shared in a timely and appropriate manner. Participate in the relevant Communities of Practice
-
Provide feedback to Practice Groups on policy, supporting guidance with an aim towards continuous improvement of UNOPS policies.
Education/Experience/Language requirements
- A first-level Advanced University Degree (Master’s degree or equivalent) preferably in Monitoring and Evaluation, International Development, Social Sciences, International Relations, Organizational Development or a related field is required.
- A Bachelor's degree in a relevant field, such as preferably Monitoring and Evaluation, Development Economics, International Development, Social and Human Sciences, International Relations, Organizational Development, Public Administration, Management, or a related field with 2 additional years of relevant experience may be accepted in lieu of advanced degree
- At least five (5) years of progressive experience in the design, development and/or implementation of monitoring and evaluation systems, preferably relevant to programs in humanitarian and/or development contexts , Project Management , Operations Management, preferably with focus on Monitoring, Fiduciary management, Reporting, Development and Coordination. is required. Priority will be given to the candidates having similar working experience with rural transport road projects funded by donor agencies;
- Proven track record of successfully implementing M&E works is required;
- Experience with data collection applications based on ODK is required;
- Experience in dashboard creation systems is required. Proficiency in Google Data Studio application is required;
- Experience with rural transport road projects is highly desirable
- Mobility Requirement: Ability to travel to rural areas in Yemen for site monitoring visits as part of project oversight and evaluation is an advantage;
- Experience in complex operating contexts, including humanitarian coordination mechanisms, donors, security, and operations management is an advantage;
- Experience in results-based monitoring systems is an advantage;
- Prior experience in Yemen or similar contexts is an advantage;
- Good contextual knowledge of local issues, community priorities, social and cultural constraints and realities is an advantage
Language:
Excellent Knowledge of English and Arabic is required.
