Functional Responsibilities
Duties and responsibilities
The candidate will fulfil the following duties and responsibilities:
The Project Officer will be responsible for planning, implementing, and managing activities related to adding smart cities and technologies under the National Urban Policy (NUP), including stakeholder coordination, donor engagement, strategic oversight, and resource mobilization as follows:
1. Project Implementation & Coordination

Coordinate all aspects of the smart cities and technologies integration project under the NUP framework.

Facilitate collaboration with ministries, governorates, municipalities, and technology partners to ensure effective implementation.

Serve as focal point for coordination with donors and relevant development partners, ensuring timely reporting and alignment with donor expectations.

Monitor project deliverables, schedules, and budget to ensure alignment with donor and UN-Habitat requirements.
2. Smart Cities and Technologies Integration

Lead the process of integrating smart cities and urban technologies into urban planning tools and policy documents.

Identify and support the implementation of digital solutions in key urban sectors such as energy, transport, environment, housing, and e-governance.

Ensure alignment of activities with national strategies, global best practices, and donor frameworks.
3. Stakeholder Engagement, Donor Coordination & Capacity Building

Organize workshops, consultations, and roundtables with public and private sector actors to support smart urban transformation.

Maintain regular engagement with donors and strategic stakeholders to ensure alignment of priorities, mobilize support, and explore synergies.

Build capacity of urban planners and local authorities in applying smart technologies for urban management and service delivery.

Facilitate partnerships with tech innovators and startups and relevant stakeholders for scalable and sustainable solutions.
4. Resource Mobilization

Contribute to the development of project ToRs, concept notes, and funding strategies to scale up smart cities integration under the NUP.

Identify opportunities for co-financing and in-kind support from national and international partners.
5. Monitoring, Reporting & Knowledge Management
-
Develop indicators to monitor the integration of smart city components into the NUP.

Prepare analytical reports, donor briefs, case studies, and communications materials showcasing project progress and impact.

Document lessons learned and contribute to knowledge-sharing and advocacy at national and global levels.
Education/Experience/Language requirements
Education:
A first-level university degree in Political science, Economics or Public Policy is required. Advanced degrees are desirable.
Language: Fluency in oral and written Arabic and English is required.
