Functional Responsibilities
-
Advise the project management team and the HTOC leadership on all security-related matters, including planning and implementation of the electoral assistance project.

In line with the methodology, policies, and procedures of the United Nations Security Management System (UNSMS), develop security risk assessments as needed, outlining potential threats, risk levels, and recommended mitigation strategies for electoral operations, while considering relevant and existing evaluations.

Establish and maintain communication and cooperation with all electoral operations stakeholders responsible for security, particularly the Haitian National Police (PNH), UNDSS, and BINUH.

Prepare and submit reports on activities carried out across departments.

Advise counterparts in the Haitian National Police (PNH), particularly in planning, organizing, and managing resources at the assigned departmental level.

Organize meetings and information sessions with the PNH.

Ensure the establishment of a contingency plan with the PNH in case of transport-related issues.

Work in close collaboration with the PNH Departmental Director and commune-level police commissioners.

Support the Project Manager in securing convoys and developing a security strategy for transportation.

Conduct needs assessments for logistical operations involving PNH convoy support.

Participate in preparation meetings and contribute to the drafting of reports.

Clearly communicate the roles and responsibilities of UNOPS during meetings and presentations.

Review security arrangements for all operations, taking into account relevant instructions such as security and evacuation plans.

Liaise with the UNOPS Chief of Security and provide regular updates on the security situation, including submitting periodic reports on security matters and results achieved.

Demonstrate strong diplomatic skills, negotiation abilities, and excellent verbal and written communication skills, including the ability to draft and edit various written documents and to articulate ideas clearly and concisely.
Education/Experience/Language requirements
Education
-
A first-level university degree (e.g. Bachelor) in security or administration or other related field is required. An advanced university degree (e.g. Masters) in the above-mentioned fields may be considered as a substitute for two (2) years of work experience.

A technical/professional diploma in the above-mentioned fields may be considered with two (2) additional years of work experience.
Experience
-
A minimum of 7 years of experience in international security management, military, police, or related field of work is required.

At least 2 years of experience in providing security advisory services or managing security operations in fragile, high-risk or conflict/post conflict environments such as Haiti or similar humanitarian or development contexts is required.

Prior experience in coordinating with UN security structures (e.g. UNDSS or other UN agencies) is highly desirable.

Familiarity with UN security management system policies and procedures is strongly preferred.

Previous experience with the United Nations or any other international organization working on electoral matters is an asset.
Language Skills
-
Fluency in French is required.

Intermediate level of English is required.
