Functional Responsibilities

For the "EU for Property Rights" project, and reporting to the UNOPS Senior Project Manager, the Expert will be providing technical advisory and support to the Project Manager on the key activities of the project for the successful implementation of the project's technical components. 

Among their specific responsibilities, the GIS/IT Expert will:

  • Provide technical advice and inputs for the preparation of tender documents and technical specifications and evaluation of tenders.

  • Address IT challenges related to business process integration, data sharing, and delivery, while recommending solutions to enhance these processes

  • Support the compatibility of digitized data between the SCA systems and e-Albania and the integration of GIS data into the State Cadastre Agency system, ensuring that all technical components operate smoothly and efficiently

  • Review and provide quality assurance support on methodologies proposed for digitization, data enhancement, and geospatial data processing.

  • Review and enhance existing guidelines and operational manuals

  • Support the validation and quality control of deliverables produced by subcontractors, ensuring compliance with national and EU geospatial standards.

  • Conduct spatial data analysis to identify gaps, discrepancies, or areas requiring corrective action in the cadastral datasets and associated land records.

  • Contribute to the development of the LPIS framework, particularly regarding spatial data requirements, alignment with EU standards, and integration needs with existing national geospatial systems (e.g., ASIG, ARDA).

  • Assist in the mapping and documentation of data sources, workflows, and data exchange protocols relevant to cadastral and land management systems.

  • Provide capacity building support to SCA and relevant institutional stakeholders and technical advice on GIS and cadastral data management practices as needed.

  • Collaborate with stakeholders to facilitate coordination on geospatial data sharing, integration, and system compatibility issues.

  • Contribute to project reporting by providing technical inputs related to GIS activities, system integration, quality assurance processes, and stakeholder engagements.

  • Support and provide technical inputs to working groups set up during the course of the project.

  • Support the provision of targeted training and capacity building activities.

The Expert is expected to work closely with the State Cadastre Agency and relevant stakeholders and user groups and will collaborate closely with the international IT/GIS Expert. The number of days will depend on the tasks in line with the project implementation as identified by the Project Manager and agreed with the consultant.

Education/Experience/Language requirements

Education:
  • Advanced university degree (Master’s or equivalent) preferably in Geographic Information Systems (GIS), Computer Science, Information Technology, Engineering ( in a related discipline), or a related field.
  • A first-level university degree with additional years of relevant experience may be considered in lieu of an advanced degree.
  • Additional certifications in GIS software, data management, spatial analysis, or systems integration are advantageous.
Experience:
  • Minimum 5 years of progressive experience in GIS software, cadastral data management, digital workflows, and IT systems, 
  • is required. 
  • Familiarity with EU regulations and standards in the context of geospatial data is preferred.
  • Experience in working with national authorities, government agencies, and international donors in EU accession countries is an advantage.
  • Experience in the area of digitalisation processes in regards to property rights and land administration is a strong asset. 

Language Requirements:
  • Fluency in English and Albanian is required.
