What we do

 

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Your role

 

The Data & Analytics Manager: GIS Specialist, based in SCMS, supports a medium-sized project to build a modular centralized hub of new and existing services and systems to reinforce and upgrade the existing radio room functions globally and strengthen security management for ICRC staff. The Operations Room project includes an important component that leverages the potential of geographical information systems (GIS) to strengthen overall conflict situational awareness, risk assessment and trend monitoring, and security risk management. The role also involves support to GIS needs arising out of ICRC’s operational and security crisis response. This includes essential tasks in spatial data analysis, data management, and GIS application support. They collect, clean, and organize geospatial data, ensuring its accuracy and completeness for analysis and reporting on crises and serious incidents.

Main activities & Functional responsibilities

 

  • Works closely with the OpsRoom and GIS Teams to design and develop project products.
  • Collaborates with stakeholders to understand and translate needs into technical specifications.
  • Designs, enhances, configures, deploys, and maintains GIS tools.
  • Contributes to GIS-related needs during crisis and emergency
  • Assists in maintaining data quality, accuracy, and compliance with relevant standards.
  • Helps explore, interpret, and present insights gathered to support decision-making.
  • Contributes to ensuring the interoperability of OpsRoom GIS solutions with other data platforms for data visualization and analysis purposes.
  • Contributes to the collection, integration, and management of geospatial data.
  • Ensures that knowledge is well-documented for future reference and training purposes.
  • Engages in professional development activities to enhance technical skills.
  • Designs, configures, and maintains GIS databases, ensuring accuracy and completeness.
  • Contributes to the implementation of security measures for OpsRoom data and systems.
  • Stays informed about advancements in GIS and contributes ideas for improvements.
  • Engages in professional development activities to enhance technical skills.

Relationships

 

  • Internally, interacts with users, business process owners and heads of programmes in HQ and coordinators in the field.
  • Externally, May interacts with organisations that provide external data, in coordination with CIM_CORP_TRAK.

Desired profile

 

  • University degree in a relevant field.
  • Typically 6-9 years of professional experience.
  • Experience working on projects and programs, including agile methodology.
  • Experience in ICRC operations an advantage.
  • Experience coordinating, planning, and communicating with diverse stakeholder groups.

Competencies and skills

 

  • Proven understanding of data management, analysis, and coding, including SQL, Python, R, etc.
  • Strong knowledge of Esri ArcGIS software.
  • Strong knowledge of FME software.
  • Fluent command of English. Knowledge of French and other institutional languages an asset.
