The programme conducts demining, explosive ordnance risk education, and conservation activities in the Angola Okavango, supporting Angola’s obligations under the Ottawa Treaty. To date, our teams have cleared over 123,000 landmines and made land safe to be restored for agriculture, infrastructure, schools and health clinics, homes, and sustainable development.

This is an exciting time to join the programme, and the Grants Manager will play a key role in ensuring the sustainability of our critical work in Angola.
About the Role:
This is an exciting leadership opportunity for a highly motivated individual to step into a Grants Manager role with clear pathways for professional development. The Grants Manager reports directly to the Donor Relations Manager (DRM) and is responsible for the overall delivery of projects and contract management across the department. The role offers hands-on experience in one of HALO’s most dynamic operational contexts, with significant scope to enhance strategic thinking, expand donor engagement, and contribute to programme sustainability and impact.
As Grants Manager, you will:
- Line manage and mentor up to three Programme Officers, developing their skills in grants management and programme delivery.
- Provide expert leadership on grant management across one of HALO’s most diverse donor portfolios.
- Work closely with HALO Angola’s Senior Management Team (SMT) to support the programme’s strategic vision and explore new opportunities for growth and sustainability.
- Gain valuable field experience, with regular travel to operational units in Angola, understanding the direct impact of HALO’s work on communities.
- Help drive the expansion of the programme’s donor portfolio to achieve lasting change.
- Deputise the DRM, leading the Projects and Donor Relations Team in periods of absence.
- This role will be based in Menongue, Angola, with frequent field travel.
Funding acquisition
- Lead the planning and delivery of high-level concept papers and proposals to a variety of different donors to achieve HALO’s strategic goals.
- Ensure close coordination with other HALO departments as part of proposal development processes and ensure timely submission of required documentation.
- Ensure that future programming integrates any findings or lessons learned from previous projects.
Grant Management and Reporting
- Lead and oversee grant management processes, ensuring compliance and delivery against donor standards.
- Produce high-quality reports and ensure robust coordination with MEAL and Information Management teams to ensure findings are accurately presented.
- Monitor project progress to ensure objectives are achieved and facilitate start-up and close-out processes.
Line Management and Leadership:
- Line manage up to three Programme Officers, providing training, mentorship, and professional development opportunities.
- Promote high standards of grants management within the team and ensure capacity building in key programme areas.
Communications
- Contribute to HALO Angola’s communications strategy through storytelling and case studies, with frequent visits to the field.
- Develop compelling communications materials to illustrate the programme’s impact to external audiences.
Monitoring, Evaluation, Accountability and Learning (MEAL):
- Understand HALO’s internal monitoring and evaluation systems on the programme and the use of output and outcome indicators against donor projects.
- Work closely with the MEAL Coordinator to ensure donor priorities and programme learning are incorporated into programme delivery.
- Use MEAL data to assess and communicate the impact of HALO’s work across Angola.

QUALIFICATIONS:
Essential:
- A degree in international development, social sciences, or related field
- Extensive previous experience in a humanitarian or development organisation
- Demonstrated ability to independently lead project design and deliver high quality report and proposal writing
- Demonstratable experience in grant management, including managing project life cycles and ensuring compliance and risk management
- Strong understanding of both private and institutional donors and their requirements
- Strong coordination and facilitation skills
- Excellent written and verbal English skills
- Excellent excel and Microsoft skills
- Experience working in remote, post-conflict settings.
Desirable:
- Experience in Angola (or similar contexts)
- Experience in line management
- Prior knowledge of the Mine Action sector
- Experience in data analysis and visualisation tools
All HALO staff are expected to undertake the following general duties:
- Work within the framework of HALO’s core values, promoting its ethos and mission statement.
- Work towards achieving programme and/or group business plan objectives.
- Ensure familiarity with and adhere to all HALO policies and procedures and keep informed of HALO activities.
- Travel overseas as and when required.
- To discharge duties and responsibilities under HALO’s Health and Safety Procedures which may include Risk and COSHH Assessments and participation in evacuation procedures as necessary.
