The African Union Development Agency Agency invites applicants who are citizens of African Union Member States for the post of Programme Officer Energy Planning and Modelling - WAPP.

Under the contractual supervision of the AUDA-NEPAD Head of Economic Integration and the overall day to day supervision of the Project Coordinator, the Programme Officer Energy Planning and Modelling provide direct support to WAPP experts/staff in coordinating WAPP’s contribution to the development of the Continental Master Plan (CMP). He/She will support the project preparation and bankability of Regional Economic Communities (RECs) Programme for Infrastructure Development in Africa Priority Action Plan (PIDA PAP) priority projects and ensure regular data collection and updating of the CMP modelling work and PIDA PAP project profiles.

 

Required Skills and Competencies

  1. Demonstrate extensive experience in designing and analyzing large scale integration of renewables (wind, solar, hydro, etc.), large power system studies, and HVDC system.
  2. Demonstrate knowledge and have modelling experience of at least, demand forecasting, generation planning and transmission planning.
  3. Demonstrate extensive experience in power system analysis including load flow, contingency, voltage stability, short circuit, optimal power flow, small-signal and transient dynamic analyses.
  4. Demonstrate knowledge and have experience of at least, one key value-chain activity, of the project preparation cycle.
  5. Proven experience in use of generation and/or transmission planning software tools, minimum experience of 3 years using modelling software such as E-Views, SPLAT, MESSAGE, PSS-E, DIgSILENT PowerFactory or MATLAB SimPowerSystems or similar energy modelling tools.
  6. Experience in regional (across countries) generation and transmission planning with minimum experience in 1 power systems planning project.
  7. Experience working with the African Union Member States, Continental Bodies, Regional Economic Communities, Power Pools, International Organisations, Development Partners, Development Finance Institutions on energy.
  8. Sound knowledge and experience in project finance, and/or project management.
  9. Excellent knowledge and experience of Infrastructure public-private partnerships (PPP) modalities.
  10. Ability to work under minimal supervision with sound judgment, and tight deadline delivery.
  11. High level of integrity and accountability, flexible approaches to work coupled with enthusiasm, commitment and energetic.
  12. Sound knowledge of Continental and Regional Priority Infrastructure Projects and Programmes such as Agenda 2063, PIDA etc.
  13. Ability to perform multiple tasks and work under pressure with a wide range of individuals and institutions.
  14. Ability to work in a Multicultural and Multilingual environment.
  15. Excellent Presentation, report writing and communication skills.
  16. Computer skills with practical knowledge of Microsoft Office Suite

 

Education and Experience: 

A Master’s degree from a recognized university in either Electrical Power Engineering, Electro-mechanical engineering, Energy planning,  or a related field with a minimum relevant experience of  two (2) years working experience preferably in an infrastructure development-related environment within public sector institutions or similar organizations nationally, regionally and/or internationally.

 

Or

 

A Bachelor’s degree in Electrical Power Engineering, Electro-mechanical Engineering, Energy Planning, Electronic Engineering or a related field with a minimum relevant experience of four (4) years working preferably in an infrastructure development-related environment within public sector institutions or similar organizations nationally, regionally and/or internationally.

Remuneration:Indicative basic salary of US$35,044.83 per annum plus other entitlements e.g. Post Adjustment (55% of basic salary), Housing allowance ($21,196.80 per annum), gratuity (15% of gross salary) in conformity with the rules and procedures applicable to internationally recruited staff of the African Union.
