The Position:
The humanitarian and protection situation in Haiti continues to deteriorate as gang violence intensifies. Since November 11, 2024, violence in the Metropolitan Area of Port-au-Prince (ZMPAP) has sharply increased, with widespread attacks on communities, police forces, and public infrastructure such as hospitals, schools, and government offices. This has triggered new waves of displacement, particularly in the Ouest, Centre, and Artibonite departments, which remain the most affected.
By October 2025, more than 1.2 million people had been displaced across the country, and reports of gender-based violence (GBV) have risen significantly. The 2025 Humanitarian Response Plan estimates that 6 million people will need assistance, including 1.5 million requiring GBV-related support—97% of whom are women and girls. Of these, 44% are in the Ouest department and 6% in the Sud. The main risk factors include gang incursions, forced displacement, and food insecurity. The large-scale migration from Port-au-Prince to the South has further increased GBV risks, putting additional strain on already limited protection services.
Despite restricted humanitarian access, the United Nations Population Fund (UNFPA) and its partners continue to provide essential GBV prevention and response, as well as sexual and reproductive health (SRH) services. These include strengthening health facilities, deploying integrated mobile clinics, establishing safe spaces for women and girls, providing cash assistance, conducting training and awareness activities, and coordinating GBV-focused interventions.
The GBV Sub-Cluster, co-led by UNFPA and the Ministry for the Status of Women and Women’s Rights (MCFDF), ensures a coordinated, multisectoral approach to GBV prevention and response. In addition, under the leadership of the Ministry of Public Health and Population (MSPP), the Minimum Initial Service Package (MISP) Working Group on SRH has been operational since July 2025.
Within this framework, and following the launch of its emergency program in 2022 in Port-au-Prince and the Artibonite department, UNFPA is recruiting a Programme Analyst in SRH to coordinate and ensure the effective implementation and quality of activities under this program in the target areas.
Under the direct supervision of the Humanitarian Coordinator, the incumbent will be deployed to support the rapid operational implementation of sexual and reproductive health (SRH) services within the framework of this program.

Job Purpose:
The person designed will play a key role in strengthening UNFPA’s positioning in all activities related to SRH and GBV, working closely with the Health Directorates and the Departmental Coordinations of the Ministry for the Status of Women and Women’s Rights (MCFDF) to ensure and expand access to essential SRH and GBV services and supplies in the affected departments covered by the project. The incumbent will also ensure the availability of SRH equipment and materials in partner health institutions to enable safe and effective field interventions.
Programme Management
- Coordinate and supervise the implementation of sexual and reproductive health (SRH) activities in the field, in collaboration with the GBV Project Officer.
- Coordinate and oversee the deployment of mobile clinics (logistics preparation, medication distribution) and prepare reports on achievements.
- Ensure effective coordination of SRH activities with partner agencies and NGOs in the intervention areas by maintaining an updated mapping of SRH/GBV partner services.
- Supervise monthly and quarterly planning of SRH activities and expenditures in coordination with the International SRH Coordinator.
- Monitor compliance with the activity schedule by field SRH teams.
- Ensure effective information flow between teams and the Programme Coordinator.
- Promote complementarity of SRH interventions by actively participating in internal meetings between SRH and GBV teams to discuss challenges and solutions for improving coordination in the field.
- Ensure high quality in the design and implementation of SRH programs in crisis settings, incorporating lessons learned, including at the community level.
- Contribute to the implementation of the Minimum Initial Service Package (MISP) for SRH, including field missions and support to health facilities to ensure high-quality interventions.
Capacity Building and Training
- Identify training needs of partner health institutions and develop a capacity-building plan to improve SRH service delivery.
- Under the supervision of the SRH Programme Coordinator, support and/or facilitate trainings on MISP and clinical management of rape, in collaboration with health departments and GBV teams.
- Support access to SRH services and supplies, including emergency obstetric and neonatal care, safe deliveries, family planning, and clinical management of rape in affected communities.
- Ensure effective implementation of the Minimum Initial Service Package (MISP) for reproductive health to reduce maternal and neonatal mortality, prevent HIV/STI transmission, address and treat sexual violence, and reduce unintended pregnancies through post-training follow-up and supervision of trained medical and non-medical staff.
- In collaboration with the GBV Project Officer, ensure the availability of post-rape kits in partner health institutions and that health staff receive proper training on clinical management of rape before deployment.
Monitoring and Evaluation
- Establish a system to monitor the quality of SRH services provided through mobile clinics and partner health facilities, identifying gaps and corrective measures.
- Contribute to the development of quality monitoring and supervision tools (e.g., SRH service quality checklists) for use at health facility and community levels.
- Work with the supply chain team to regularly update information on available medications, consumables, and equipment, and prepare distribution plans for rapid deployment to partner facilities.
- Strengthen monitoring of the use and management of essential medicines, inputs, and supplies provided to partner institutions and prepare reports on findings.
- Update the mapping of structures providing medical care for sexual violence survivors, including available post-rape kits, trained staff, and psychosocial support focal points.
- Ensure proper documentation and archiving systems for the program to facilitate knowledge sharing and lessons learned.
- Coordinate the implementation of SRH programs/activities in the field, maintaining collaborative relationships with health departments, implementing partners, and UN agencies to ensure timely delivery of SRH services.
- Report to the SRH Programme Coordinator and the Humanitarian Coordinator on program progress and field results.
Community Participation in Program Intervention Sites
- Ensure UNFPA’s presence and visibility in all SRH-related activities, working closely with Health Directorates and the Departmental Coordinations of the Ministry for the Status of Women and Women’s Rights (MCFDF).
- Strengthen relationships with local authorities in program intervention areas.
- Ensure direct community involvement in program activity implementation.
- Represent UNFPA in meetings with humanitarian actors held in the field.
Program Development
- Participate in advocacy and resource mobilization for affected populations by preparing appropriate documentation and attending donor meetings and public information sessions.
- Prepare minutes and reports from strategic and operational meetings.
- Identify project development opportunities and contribute to the formulation of proposals, ensuring that SRH needs identified in the field are addressed.
- Submit monthly, weekly, and ad hoc reports to the Programme Coordinator on progress, best practices, and innovative approaches to improve SRH interventions for affected communities.
Perform any other tasks as requested by management or supervisor.
Qualifications and Experience
Education:
Master's degree in Public Health (Medical Doctor, Nurse, or Midwife).
Knowledge and Experience:
- Professional experience in the reproductive health sector meeting program requirements.
- Have worked as a project/program manager in the health sector—preferably in sexual and reproductive health projects in humanitarian or emergency settings.
- Training in MISP/SRH and/or GBV in Emergencies (GBViE) is an asset.
- Experience in adult training and facilitation with health personnel.
- Experience in the implementation of the Minimum Initial Service Package (MISP) for reproductive health.
- Experience working with international organizations or the United Nations system is considered an asset.
- Experience working in integrated GBV and reproductive health programs required.
- Ability to work in a challenging and high-pressure environment.
- Ability to work effectively within a multicultural team.
Proven organizational skills, including time management and the ability to meet deadlines.
- Excellent communication, interpersonal, and negotiation skills.
- Strong skills in project writing, resource mobilization, and reporting.
- Additional training on GBV is an asset.
- Proficiency in common office software applications (Word, PowerPoint, Excel).
Languages:
Fluency in written and spoken French, Haitian Creole and English is required. Working knowledge of another UN language, preferably Spanish, will be an advantage.
