Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.

DRC has been operating in Ukraine since 2014, currently DRC employs over 800 staff in Ukraine and implements emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.

DRC is currently looking for a Humanitarian Mine Action Supervisor (NTS/EORE Supervisor) in Sumy, Ukraine.

About the job

Under the direct supervision of the Humanitarian Mine Action Technical Field Manager (TFM), the Humanitarian Mine Action Supervisor (NTS/EORE Supervisor) will be responsible for the effective management, technical oversight, and implementation of Non-Technical Survey (NTS) and Explosive Ordnance Risk Education (EORE) activities in their Area of Operations. The role involves significant team management, quality assurance, coordination, and community engagement

Your main duties and responsibilities will be:

Implementation of Non-Technical Survey (NTS)

  • Ensure implementation of NTS processes complies with relevant Standard Operating Procedures (SOPs) and guidelines.
  • Ensure application of "all reasonable effort" in the assessment process.
  • Review all evidence for the establishment of Suspected Hazardous Areas (SHAs), Confirmed Hazardous Areas (CHAs) and validate the findings.
  • Review and approve at the team level land cancellation recommendations.
  • Ensure that all NTS documentation and reporting meets technical and quality requirements.

Implementation of Explosive Ordnance Risk Education (EORE)

  • Upon staffing gaps, conduct direct and online EORE sessions for adults, adolescents, and children according to DRC HDP SOPs.
  • As a Trainer, conduct EORE Training of Trainers (TOT) for local stakeholders, as needed.
  • Plan, supervise, and report on the distribution of EORE informational materials.
  • Contribute to the development of EORE materials, methodologies, and tools.
  • Oversee field testing of EORE materials and compile reports on the findings.

People Management and Quality Assurance

  • Directly manage the HMA Officers (NTS/EORE Officer) and HMA Assistants (NTS/EORE Assistant) and their day-to-day work.
  • Conduct annual performance reviews and identify needs for training and capacity building.
  • Recruit and onboard new staff.
  • Cooperate during EORE monitoring (internal and external) and in-country or HQ Quality Assurance/Quality Control (QA/QC).

Coordination and Community Engagement

  • Act as the main Focal Point for EORE/NTS to other HDP activities (demining, Victim Assistance) and other DRC sectors to ensure an integrated approach.
  • Establish and maintain relationships with local/regional authorities and relevant stakeholders.
  • Manage strategic communication with communities to ensure awareness of clearance plans and activities.
  • Liaise with local and national authorities to coordinate the handover of cleared land.

Reporting and Information Management

  • Maintain up-to-date records of EORE/NTS activities based on team inputs.
  • Review all EORE/NTS documentation before submission to ensure quality.
  • Provide inputs to government, donor, and other reports, as requested.
  • Oversee the regular upkeep of the online and offline EORE archives.

 

About you

To be successful in this role we expect you to have minimum 3 years of experience in a humanitarian organization, including at least 1 year in team management, strong technical knowledge in NTS and EORE, combined with proven leadership abilities. Moreover, we also expect the following:

Required

  • Completed higher education.
  • Technical certification in EORE and NTS.
  • Fluent in Ukrainian language. Intermediate level of English.
  • Advanced knowledge of Microsoft Office (Word, Excel, PowerPoint, and Outlook).
  • The ability to collect and record accurate field data.
  • Excellent communication and interpersonal skills.
  • Strong conflict resolution and negotiation skills.

We offer

Contract length: 12 months renewable depending on performance and funding. Preliminary 3-month probation period.

Band: Gm

Designation of Duty Station: Sumy, Ukraine

Start date: January 2026.

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for National Staff.
