UNDP Pakistan works with the Government and communities to design and implement solutions that address pressing development challenges. Through its Resilience, Environment and Climate Change Unit (RECCU), UNDP leads projects across the country that respond to the growing threat of climate change, mainstream environmental concerns into national development planning processes, and expand access to environmental and energy services for local communities. In particular, UNDP has sought to ensure that the poor have stronger capacities to manage, adapt, and monitor climate change. Climate change is not only an environmental issue but also one of the most current pressing development challenges. Its impacts are escalating and disproportionately affecting the poorest and most vulnerable populations the most.
The 2022 floods in Pakistan have affected 33 million people, resulted in the loss of more than 1,700 lives, displaced around 9 million men, women, and children, and inundated almost one-third of productive agricultural land in Pakistan. These downstream challenges are compounded with institutional issues whereby the Government of Pakistan requires support for developing overarching frameworks to structure its flood response activities and technical expertise to set up and develop bankable projects, establish standardized mechanisms for monitoring and evaluation, and enhance strategic communications for public outreach.
UNDP has responded to the challenge by developing and launching a flagship Flood Recovery Programme (FRP) to support the Government of Pakistan’s flood recovery and rehabilitation efforts. The Programme has four key pillars focused on the following thematic areas:
- Restoration of housing and access to/revival of essential community services.
- Restoration of livelihoods and income-generating capacities.
- Restoration of governance and service delivery.
- Strengthened capacities for Disaster Risk Management.
Duties and Responsibilities
Under the overall supervision of the FRP Programme Manager, the Project Reconstruction and Recovery Analyst will report to the National Programme Coordinator. He/She will be based in Quetta, Pakistan.
The Project Reconstruction and Recovery Analyst is responsible for supporting the design, assessment and validation of FRP’s key reconstruction and recovery initiatives through: a) site visits and comprehensive reporting; b) design of the technical documentation; c) prepariation of technical and program presentations and phased reconstruction plans for stakeholders; d) leading data collection and stakeholder mobilization efforts at the field level and e) overseeing on-ground construction works to ensure compliance with quality, timelines, and disaster-resilient designs in collaboration with FRP engineering teams. The role involves community engagement, stakeholder coordination, and capacity building to integrate local input and foster ownership.
The incumbent will be responsible for the following:
1. Ensure Technical and Damage Assessment and Validation
- Conduct site visits to assess and validate reconstruction and/or recovery needs at project sites.
- Validate previous assessments and identify areas requiring updates or additional verification.
- Compile comprehensive reports incorporating both new and previously identified data with photographic evidence for further analysis and decision-making.
2. Presentation and Rectification
- Prepare detailed presentations on the damage assessments for the FRP programme teams and other internal and external stakeholders as needed.
- Highlight areas needing immediate rectification and outline a phased reconstruction/rehabilitation plan for FRP’s various reconstruction and recovery initiatives.
- Incorporate feedback from the stakeholders and government counterparts to finalize the action plan for FRP’s various reconstruction and recovery initiatives.
3. Provide Technical Design, Documentation and Reporting
- Develop, required technical drawings and details for FRP’s various reconstruction and recovery initiatives ensuring compliance with the Pakistan (national and/or provincial), donor and UNDP guidelines and standards.
- Support and reviewall project designs and details to ensure their compliance with the national, donor and UNDP standards.
- Propose reconstruction solutions that are environmentally friendly and support zero emissions.
- Ensure the proposed designs account for both hydrological and seismic hazards, prioritising safety and sustainability.
- Support the program activities’ adherence to environmental, social, and safety safeguards.
- Prepare any required technical document and specifications for procurement processes.
- Provide regular progress updates to UNDP and other stakeholders in collaboration with FRP Monitoring & Evaluation, engineering and programme teams
4. Support procurement processes and contracting:
- Support preparation of specification documents, Bills of Quantities, scope of works, and any similar documents in compliance with UNDP procurement policies and procedures.
- Support preparation of technical documentation with regard to bidding processes for construction or design services, including evaluation methodologies, quality assurance and contract management mechanisms, risk management plans.
5. Ensure Design Supervision and Compliance:
- Oversee on-ground construction activities, ensuring compliance with project designs and quality standards.
- Monitor the progress of construction activities and ensure adherence to timelines and budgets.
- Ensure the designs incorporate disaster-resilient and climate-adaptive measures for long-term sustainability.
- Supervise the preparation of cost estimates, BOQs, and bidding documents.
- Provide technical guidance to contractors and field teams to address construction-related challenges.
6. Ensure Data Collection, Community Engagement and Stakeholder Coordination:
- Act as a focal point for coordination with government agencies, contractors, UNDP and other stakeholders to ensure ownership and smooth execution.
- Liaise with communities to ensure their input is integrated into the implementation phase.
- Oversee all programme data collection efforts at field levels including demographic, technical and beneficiary data collection
- Contribute to conducting baseline, midline and studies to assess project needs and impacts in the target areas and communities.
- Lead field coordination and organization of site visits for all FRP and contractor teams
- Regularly conduct field and site visits to ensure local stakeholder alignment and buy-in. Support field mobilization efforts as required
- Support the development of the Knowledge, Attitude and Practice report with clear findings, analysis, conclusions and proposals.
- Contribute to the design of the complete awareness and sensitisation campaigns, messages, implementing approach, required resources and work plan.
7. Support Capacity-building of Local Community Stakeholders and facilitate knowledge sharing
- Facilitate the conduct of the capacity building gap analysis;
- Contribute to the development of the capacity gap analysis with clear findings, analysis, conclusions and suggestions
- Contribute to developing the roles and responsibilities table (who to train, on what, by whom, how often, post-training monitoring, etc.)
- Support the preparation of the training materials in both hard and digital formats.
- Plan capacity-building events and develop modules for the relevant stakeholders, including communities and government agencies, and guide the field team for its effective implementation.
- Document lessons learned and prepare reports detailing the progress, challenges, and recommended actions.

Required Skills and Experience
Education:
- Advanced university degree (Master’s degree or equivalent) in Civil Engineering Technology, Social Sciences or a related field is required or,
- A first-level university degree (Bachelor’s degree) in the areas stated above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience:
- Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience in the disaster management interventions, post-disaster recovery or resilience improvement projects with national/international organizations is required.
Required skills:
- Practical experience with disaster management interventions, including post-disaster recovery, needs assessment, and resilience improvement projects.
- Proficiency in advanced engineering software such as AutoCAD, Civil 3D, and GIS.
- Experience in the use of computers and software packages (MS Word, Excel, etc.) as well as web-based management systems.
Desired skills in addition to the competencies covered in the Competencies section:
- Expertise in developing and implementing disaster risk management plans and climate resilience strategies.
- Experience in working with government agencies, local communities and international donors, such as the World Bank, Asian Development Bank, or United Nations Development Programme (UNDP), etc.
- Proven ability to monitor and evaluate project activities, ensuring adherence to timelines, budgets, and quality standards.
- Experience in supervision of construction activities
Required Languages:
- Fluency in written and spoken English and Urdu is required. Knowledge of other local languages is an asset.
Professional Certificates:
- Postgraduate or professional certifications in relevant fields (e.g., Project Management, Procurement, Contract Management, Disaster Management) are desired.
