The National Committee Relations oversees the Joint Strategic Plans (JSPs) with 32 National Committees. Joint Strategic Plans (JSPs) are jointly developed and mutually agreed between UNICEF and each National Committee. The JSPs set out multi-year objectives, goals and strategies for the National Committee, as well as how UNICEF will support implementation. The digitalization of the JSPs on the IMPACT Platform has enabled UNICEF and National Committees to access key data sources that provide insights into the joint strategies on income and influence, to achieve overall impact for children worldwide. To best maximize opportunities of engagement with National Committees and private sector partnerships, it is critical that JSPs are accompanied with data visualization tools that facilitate informed and faster decision making by using the right data at the right time. Furthermore, it is critical that National Committees also have access to important information and data from UNICEF systems to facilitate and maximize private sector fundraising and advocacy engagement in high income countries. This consultancy will also work across the division with PFP’s Business Intelligence Unit and ICTD focal points to support the analysis, data visualization and data management of information related to National Committees.

SCOPE OF WORK:
The implementation of this contract will be based on deliverables over an estimated 14-month period. The consultant will work with the Relationship Team in PFP’s National Committee Relations section to update, maintain and develop key dashboards and support the division’s analysis and visualization of data and reports on National committees and PSFR Country Offices.
Overall Work Assignments Overview:
This assignment focuses on the maintenance and further development of dashboards, visuals and other tools to consolidate and pull data from UNICEF’s internal JSP strategies, financial systems, and recurring private sector reports. The deliverables of this assignment are expected to improve the capacity of the National Committee Relations’ team to effectively monitor the implementation of the JSP as well as enable National Committees to access data that strengthens their private sector fundraising and advocacy engagement.
The identified data visualization needs are specified in the table below and may be expanded depending on key needs arising from the field detailed here after.

Education:
- An advanced university degree (master’s or higher) in one of the following fields is required: Statistics, Economics, Mathematics, Data Analysis and Data Visualization or related field.
- Alternatively, a first University Degree (bachelor’s degree) in a relevant field combined with two (2) additional years of professional experience may be accepted in lieu of an Advanced University Degree.
Education:
- A minimum of 5 years of relevant professional in data modelling and data science including designing and customizing data visualizations in Power BI is required.
- Experience, knowledge and understanding of storytelling using data visualization tools and techniques is required.
- Knowledge, understanding and experience with UN/ UNICEF’s data architecture and data visualization requirements is required.
- Extensive knowledge and experience in Business Intelligence (BI) subject areas, products & tools are required.
- Experience and knowledge of use cases of various business intelligence solutions to facilitate decision making is an asset.
- Experience and knowledge of integration of multiple data sources, databases, enterprise applications and Web services using Power BI is required.
- Strong expertise in data visualization and design using Power BI platforms to make data clear and understandable for a variety of audiences is required.
- Strong communication skills with the ability to interact and speak with business stakeholders is required.
Language:
- Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Remarks:
Please indicate your all-inclusive (lump sum) fees against the deliverables listed above, including all associated administrative and travel costs (if applicable), in the cover letter. The office selects the individual based on best value for money.
Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
