Project Context and Scope

 
Human Trafficking and exploitation remain critical concerns in the Pacific, particularly amid growing labour mobility and migration. While legal and institutional frameworks exist, significant gaps persist in coordination and response mechanisms for identifying and assisting victims of trafficking and smuggled migrants. Vanuatu is evolving into a high-mobility country: Ni-Vanuatu workers are increasingly engaged in overseas labour schemes, while rising numbers of migrant workers, particularly from Asia, are entering the country to fill labour market gaps. This dynamic heightens the need for a coordinated and comprehensive approach to migrant protection, trafficking, and smuggling in Vanuatu.
The International Organization for Migration (IOM) Mission in Vanuatu, through its Implementation of the National Action Plan to Combat Trafficking in Persons project funded by the IOM Development Fund, is working with government and partners to strengthen the national response. This consultancy will support the development of a National Referral Mechanism (NRM) for Victims of Trafficking and Smuggled Migrants in Vanuatu, designed to ensure timely, survivor-centered, gender-sensitive, and rights-based support. The NRM, supplemented by Standard Operating Procedures and Resources, will provide clear procedures for victim identification, referral, protection, and reintegration, reinforcing a whole-of-government and whole-of-society approach.

Responsibilities

Tasks to be performed under this contract

 Under the overall supervision of the IOM Vanuatu Chief of Mission and in coordination with National Programme Officer, the consultant is expected to:
  • conduct a desk review of relevant Trafficking in Persons and Smuggling policies, legislation, strategies, and framework; as well as the current referral mechanisms and Standard Operating Procedures; to prepare an inception report
  • Undertake bilateral and national consultations with relevant stakeholders and key government departments in Vanuatu. At least one national multi-stakeholder consultation and 10 bilateral consultations would be expected in the preparatory phase
  • A draft National Referral Mechanism - outlining a framework, guidelines and flow chart, with clear mandates, process, actions and responsibilities of stakeholders; that responds to the identified gaps and inputs from key government departments and relevant stakeholders captured through the consultations, assessments, and desk review. The draft will be informed by international human rights standards, as well as national and regional good practices
  • A draft survivor-centered, gender-sensitive and rights-based Standard Operating Procedures and Resources (tools/templates) - to guide the implementation of the NRM; including TIP victim identification, referral, protection and reintegration of victims
  • Validation of the draft National Referral Mechanism, as well as the SOPs and Resources - validate the draft NRM, as well as the SOPs and Resources, through a dedicated multistakeholder review workshop and complemented by bilateral meetings as required
  • Submit a final National Referral Mechanism, as well as the SOPs and Resources, to the Government of Vanuatu and IOM Vanuatu for technical comment. Revise until no further comments. The NRM should be accompanied by the Monitoring, Evaluation, Accountability, and Learning plan/tools as an Annex
  • Suggest improvements to the Vanuatu Immigration and Visa Services' TIP and Smuggling of migrants related chapter of the Border Control Operations SOP Manual 2018, in alignment with the developed NRM
  • Deliver two trainings, online or in-person (tbc), with key government departments and relevant stakeholders in Vanuatu on the finalized National Referral Mechanism, SOPs, Resources and MEAL plan/tools
  • Develop information/communication materials for the public on the National Referral Mechanism.

Qualifications

Education
 
The qualified candidate should possess:
  • Masters Degree in Law, National Security, Strategic studies, International Affairs, Political Science, Human Rights, Migration Studies or a related field from an accredited academic institution;
  • Bachelor degree with at least five (5) years of progressively responsible work in the field of migration, protection legislations, policies and procedures, countering trafficking in human beings, preventing gender-based violence, establishing referral mechanism.
Experience
  • Demonstrated experience and understanding of migration protection, countering trafficking in human beings and preventing people smuggling in the context in Fiji, Tonga and Vanuatu and the wider Pacific;
  • Prior experience in the development of action plans, strategic plans and organizational capacity assessment tools;
  • Experience in working with relevant government agencies will be considered an advantage;
  • Capacity to work independently and with minimal supervision;
  • Personal commitment, efficiency, and flexibility;
  • Prior experience with IOM or a relevant UN agency will be considered an advantage.
Skills
  • Strong organizational and time management skills, and ability to multi-task and deliver under tight timelines;
  • Strong intrapersonal skills demonstrated by the ability to work in multi-cultural, multi-ethnic environments with sensitivity and respect for diversity;
  • Fully computer literate;
  • Excellent written and oral communication skills.
