Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.

DRC has been operating in Ukraine since 2014, currently DRC employs over 800 staff in Ukraine and implements emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.

DRC is currently looking for a Supply Chain Specialist (Procurement) in Kyiv.

About the job

This position has a country-wide focus and ensures full compliance with DRC procurement procedures and donor requirements across all operational areas in Ukraine. The role contributes to the development and implementation of country-level supply chain strategies, translating them into effective action plans and daily operational activities. The Supply Chain Specialist - Procurement will be responsible for managing all procurement processes for goods and services in accordance with DRC’s operational guidelines and donor regulations. The role will also support capacity building of national staff and provide technical guidance to field program teams and implementing partners on all procurement-related matters.

Your main duties and responsibilities will be:

General Coordination and Support

  • Ensure that all procurement-related DRC and donor rules, policies, and procedures are fully understood, implemented, and complied with.
  • Track, analyze, and report on procurement KPIs to identify inefficiencies, areas for improvement, and procedural or policy gaps, ensuring high performance and compliance across all operations.
  • Provide technical support to DRC Ukraine’s Area and Base offices, including capacity-building sessions when required.
  • Deliver efficient and effective procurement support to the Country Office and field programs in accordance with operational needs.
  • Conduct regular field visits to assess procurement practices, identify gaps, and provide on-the-job support.

Procurement Management

  • Prepare and conduct national and international Invitation to Bid (ITB) and Request for Proposal (RFP) tenders for the Country Office.
  • Review ITB, RFP, and RFQ processes conducted by Area and Country Offices to ensure compliance and quality assurance.
  • Oversee the development, negotiation, and management of contracts, ensuring DRC’s interests are fully protected.
  • Optimize procurement and logistics operations to enhance cost-effectiveness, including the establishment and management of Framework Agreements (FWAs).
  • Ensure effective implementation of DRC’s supplier due diligence procedures and maintain an up-to-date supplier database.

Partnership Coordination

  • Provide technical support to the Partnerships Focal Point regarding procurement processes for DRC’s implementing partners, including training, mentoring, and capacity-building activities.
  • Contribute to partner assessments and due diligence processes, providing procurement-related technical input and recommendations.

About you

To be successful in this role we expect you to have relevant experience and a strong understanding of procurement rules and logistics. Moreover, we also expect the following:

Required:

  • Minimum of two (2) years of professional experience in supply chain or procurement roles exclusively within an international NGO.
  • Strong knowledge and hands-on experience in conducting ITB and RFP tenders for various types of goods and services, including consultancy and specialized service contracts.
  • Proven experience in framework agreement (FWA) and contract management.
  • Solid understanding of procurement rules and regulations of major international donors).
  • Strong communication and interpersonal skills, with the ability to collaborate effectively in a multicultural and decentralized environment.
  • Excellent analytical, organizational, and problem-solving abilities with a strong attention to detail.
  • Proficiency in MS Office applications (Word, Excel, PowerPoint).
  • Familiarity with ERP systems (preferably Dynamics).
  • Fluency in Ukrainian, fluency in English
