1- Purpose of the EoI:

CARE International in Lebanon (CIL) is committed to advancing principled, equitable, and sustainable partnerships that strengthen local leadership and deliver impactful humanitarian and development outcomes. Through this Expression of Interest (EoI), CIL invites existing partners and prospective organizations ; particularly women-led and community-based NGOs , to join a structured partnership framework within the Protection Sector in Lebanon.
This call seeks to identify organizations that demonstrate technical expertise, community trust, and a shared commitment to the Principles of Partnership: equality, transparency, responsibility, complementarity, and results-oriented collaboration. 
The EoI process is designed not only to select partners for upcoming programming in protection, GBV, SRH, and mental health, but also to foster long-term alliances that emphasize:
• Strategic collaboration: Co-visioning, co-design, and joint advocacy with local and national NGOs , CSO,CBO, and grassroot organizations, to influence systemic change 
• Program Design and Development partnerships/Implementation: Shared responsibility for program delivery, risk management, and mutual capacity strengthening.
• Community engagement partnerships/Capacity sharing: Local actors leading community-driven initiatives, ensuring interventions are culturally relevant, inclusive, and accountable to affected populations.

Interested organizations, more specifically, Women-Led organizations, are invited to express their interest in joining CIL’s partnership roster for upcoming protection, GBV, SRH and MH programming. Selected partners may engage in: joint assessments, program design, and implementation activities in areas such as: 

- Gender-based violence (GBV) prevention and response, 
- Child protection, 
- Psychosocial support (including CB, focused, non-focused, life-skills, etc.), 
- Legal aid, 
- Case management,
- Community-based and community-led protection ,
- Sexual and Reproductive Health,
- Mental Health (Including MHPSS)

Participation in this EoI does not guarantee immediate selection for partnership. However, shortlisted organizations will be invited to complete an Organizational Capacity Assessment (OCA) in collaboration with CIL’s relevant technical and program departments. 
This process will support partners in identifying strengths and capacity gaps, with a view toward joint capacity development and readiness for future partnership opportunities.

2- Description of the EoI:
The EoI is a web-based, user-friendly KOBO application designed to strengthen CIL’s partnership management and establish a structured roster of organizations across three partnership tiers: strategic, implementing, and community engagement.
• Strategic collaboration partners will co-develop multi-year frameworks, contribute to donor diversification and advocacy, and engage in coalition branding and positioning.
• Program Design and Development partnerships/Implementation will collaborate on program design and delivery, share technical and support functions (MEAL, compliance, finance), and participate in joint monitoring and evaluation.
• Community engagement partnerships/Capacity sharing will lead grassroots initiatives, mobilize local networks, and ensure accountability to affected populations through culturally relevant mechanisms.
Applicants can submit organizational information, attach required documents, and indicate their preferred partnership tier. Submissions will be reviewed by CIL’s Partnerships Committee, with shortlisted organizations invited to complete an Organizational Capacity Assessment (OCA). 
This process will identify strengths, capacity gaps, and opportunities for mutual capacity exchange, ensuring partnerships are grounded in trust, transparency, and sustainability.
All information submitted will remain confidential in line with CARE’s Code of Conduct. Participation in this EoI does not guarantee immediate selection but positions organizations within CIL’s structured partnership framework for future collaboration.

3- Features of the EoI KOBO link, procedures to apply, shortlisting and selection of partners:
3.1- Features of the EoI KOBO link:
3.1.1    : By clicking on the link, applicants will be directed to the application form. Applicants then will be able to fill in their information and upload the needed documents. Applicants are advised to use Google Chrome and should be aware that all information will not be saved until they are successfully uploaded in the queue or until they submit the application, therefore, applicants should avoid closing the application tab prior to submission, otherwise they might need to re-start the application process.
3.1.2    : Information collected by applicants will be directly transferred to a database.
3.1.3    : Data grouping and sharing within CIL will be done once a year, after each launch of the EoI in coordination between the Information Management, the IT and the Partnerships team within CIL.

 


3.2- Information collection:
