Result of Service
The ultimate result of service is to ensure the delivery of high-quality ophthalmological care to UN staff and their dependents, including accurate diagnosis, effective treatment, and appropriate referrals for complex cases. The individual contractor will contribute to the early detection and management of eye conditions, promote eye health awareness through educational initiatives, and uphold the highest standards of professional ethics and confidentiality. Successful completion of duties will support the overall health and operational readiness of UN personnel.

Duties and Responsibilities
The UN Health Care Center has the responsibility to provide both core and non-core services to all UN staff and the eligible dependents based in Ethiopia. The core services are provided by the regular staff, that include physicians and a few supportive para-medical staff. The non-core services also known as curative services are provided both by regular physicians and consultants who are recruited in different fields of medicine. The Ophthalmology service is intended to provide core and non-core services to UN staff and the dependents in Ophthalmology. This Consultancy Service is located at the United Nations Health Care Center in the United Nations Economic Commission for Africa, Division of Administration. The present ToR is intended to guide the individual contractors in the dispensation of their duties at UNHCC to ensure clients’ satisfaction and respect the organization’s rules and regulations from the health standpoint of view RESPONSIBILITIES: Under the direct supervision of the Chief Medical Officer (CMO) and any designated Officer, the individual contractor will perform the following duties: • Provides consultation services to UN staff to diagnose eye problems. • Institutes treatment and conducts follow-up visits to evaluate the patient’s progress • Performs different and requests supplementary diagnostic tests as necessary to arrive a proper diagnosis. • Recommends different medical treatments (medications, surgeries, and other strategies) • Works closely with CMO, MOs and OIC to decide the optimal management of clients’ ophthalmological problems, including referrals to colleagues within the country • Performs routine check-up for early detection and employment purposes, especially for drivers and other specialized groups such as security officers. • Writes educational newsletters on different eye conditions for the consumption of the general UN public • Participates in the monthly continuous medical education and present topics in the field of ophthalmology to the rest of UNHCC personnel • Initiates the process of medical evacuation for further investigation, diagnosis and treatment in the context of an acute life-threatening ophthalmic emergency by discussing with the CMO without giving false promises to the patient, who will in turn convene the meeting of the medical board and obtain approval from UNMSD in New York or other UN Medical Directors of the different Un Agencies. • Interprets results and data obtained from the discussion with the patient to arrive at a conclusion and explains the disease condition and way forward to the patient in a language to maximize the patient’s understanding. • Assists the patient to get the appropriate treatment. This may involve discussion with the pharmacist to ensure the medication is available either from UNHCC pharmacy or other pharmacies in the city. Possibilities to get UNHCC place a special order should be discussed with the pharmacist and the Chief Medical officer (CMO). • Performs the above services with empathy, care and the best ethical considerations to maintain confidentiality and avoid sharing patients’ medical condition with anybody in any form (using data for research purpose or in public lectures) without prior written consent of the patient and without duress. • Informs the CMO/Deputy or head nurse of cases referred to other medical facilities in the city for proper follow up. • Writes detail medical reports for the purpose of referral to other services in the city, obtaining medical approval from the different UN Medical Directors and evacuations abroad. • Conduct medical examinations for the purpose of employment such as entry/periodic and exit medical examinations. • Populates the information in EarthMed to enable medical clearance for travel and transfer to other duty stations within the organization. • Confers with other physicians and paramedics whenever necessary to facilitate the conclusion of a diagnosis for a patient. • Attends the continuous monthly medical education sessions and be prepared to research and present such on topics in the field of Ophthalmology to the personnel of UNHCC. • Presents public lectures to the general staff body in order to sensitize them on occurring eye problems of interest to the UN Staff and their dependents.
Qualifications/special skills
A minimum of first degree in general medicine and specialized in the field of Ophthalmology. Minimum of 5 years work experience in the field of Ophthalmology. The work at the clinic requires the use of an electronic medical record system (earthmed). Computer skills: full command of Microsoft applications (word, excel, PowerPoint) and common internet applications will be required.
Languages
English and French are the working languages of the United Nations Secretariat. For the job advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
