BACKGROUND:

In 2007, the IRC began providing humanitarian assistance to vulnerable and crisis-affected people in Jordan in response to an influx of Iraqi refugees and the strain on host communities. Following the eruption of the Syrian war in 2011, hundreds of thousands of refugees crossed into Jordan. The ongoing insecurity in Syria and the growing needs of refugees have strained Jordan’s resources and infrastructure and exacerbated pre-existing issues like water scarcity and high unemployment.

As resources become more limited, refugees and host communities have fewer economic opportunities and become more vulnerable. The IRC’s strategy for Jordan shows our commitment to improving the safety, health, education, and economic well-being of people affected by conflict, in camp-based (Za’atari camp) refugees and urban-based refugees as well as vulnerable Jordanian host community, in coordination with the humanitarian community and the Government of Jordan. Simultaneously, IRC in Jordan is pivoting to a more long-term resilience/development programming responding to the context in Jordan and the worsening vulnerabilities faced by refugees and vulnerable Jordanians.

Job Overview/Summary

The Senior Partnerships Officer supports the coordination and day-to-day management of partnerships within the Jordan Country Program, including support to the sub-awards portfolio. The role focuses on working with internal teams to help maintain effective, well-organized, and compliant partnerships that align with IRC and donor requirements and contribute to quality services for affected communities.

The Senior Partnerships Officer supports collaboration across programs and technical teams to help apply partnership principles consistently, promote positive and respectful ways of working with partners, and contribute to integrated service delivery across sectors. The role also provides support across key partnership-related areas such as business development inputs, contextual research, award and budget tracking, reporting, partner coordination, and maintaining external relationships, and works under the guidance of the Senior Programs Coordinator.

KEY RESPONSIBILITIES:

DESIGN PHASE

  • Update partners mapping, and stakeholders’ analysis.
  • Screen the potential partners list, basic stakeholders’ analysis & social network analysis
  • Schedule then lead the potential partners meetings and fill the organizational snapshoot tool.
  • Schedule design meetings with selected partner/s.
  • Collect partners' documents and properly filing them on the system.
  • Support on partners' scope of work and government approval cover letter.
  • Prepare and sign the team agreement or Pre-award letter (PAL) with partners.
  • Organizing and conducting Partner Capacity Analysis (PCA) through coordination with other IRC Units.
  • Consolidate IRC scoring based on information collected.
  • Facilitate the development of Project Support Plan based on findings, with input from relevant teams.

PLANNING AND START-UP PHASE:

- Draft Partnership Agreement with all annexes (in collaboration with compliance, programs, and finance) and share it with all relevant teams for comments before starting the flow on OTIS.

PROGRAM IMPLEMENTATION PHASE:

  • Schedule the opening meeting with partner/s.
  • Develop and conduct the Partners' Project Opening Meeting (PPOM) presentation.
  • Prepare the MoM for the Partners' Project Opening Meeting.
  • Share all the reports' templates with partners.
  • Schedule, coordinate and document partner monitoring visits/meetings
  • Follow up with partners on regular reports.
  • Coordinate the review of partners' financial and technical reports, ensuring 100% alignment between both reports and provide feedback to partners for reflections.
  • Request, collect, review, and archive the support documents.
  • Schedule, conduct, and document reflection meetings with partners - when needed

LEARNING AND CLOSEOUT PHASE:

  • Collect partners' feedback forms.
  • Schedule and document the Closing meeting with partners and programs.
  • Draft and sign the closure letter by CD and share with partners.
  • Ensure final reports and closing documents are complete and properly filed.
  • Provide the certificate of closure to the partners.
  • Draft the partnership project review memorandum, secure the CD signature, and share it with partner.
  • Prepare the government progress report and the project close out cover letters with partners.

        • Any other tasks and assignments requested by supervisor.

Key External Contacts: different stakeholders (INGOs, NGOs, CBOs, CSOs, Governmental agencies, and Private sector companies).

REQUIREMENTS:

  • Bachelor’s degree in relevant fields.
  • 3-years’ experience working in partnerships departments or programs or business development with INGOs or National NGOs.

Interpersonal specifications:

  • Strong English and Arabic language skills.
  • Excellent communication skills.
  • Good ITC skills with online software, MS Word, survey websites, MS Excel, MS Power Point.
