Nature of the consultancy

The Consultant will provide technical and engineering support to IOM Egypt and relevant national counterparts for the assessment, design, costing, procurement support, and oversight of construction, refurbishment, and equipment installation works implemented under multiple IBG-led projects, ensuring the timely and high-quality implementation of IOM project activities. The role will also support the Immigration and Border Governance (IBG) unit at IOM Egypt, contributing to the advancement of IOM’s mandate and strategic priorities within the country. (Category B)  
 

Project Context and Scope

Under ongoing programmes and initiatives, a series of activities is being implemented in collaboration with national counterparts, including infrastructure development, refurbishment, and the provision of specialized equipment. These interventions are designed to strengthen institutional capacities, enhance operational readiness, and support national priorities. More specifically, the activities aim to reinforce the capacities of relevant authorities in areas such as rescue operations, protection of vulnerable migrants, prevention of transnational crime, integrated border management, and humanitarian border management, thereby contributing to the more effective and efficient management of migration flows through strengthened border surveillance and search and rescue capabilities at land and sea.

Responsibilities

Tasks to be performed under this contract
provide consulting services in performing the functions of the customer of construction activities in the framework of the construction project during the stages of initial data collection, design, construction, engineering services, commissioning of the works / facilities, and during the warranty period of the completed project. In this context, the Consultant will provide technical advisory and oversight support across all phases of the project lifecycle and will perform the following tasks:

1. Reporting and Coordination

1.1. In close coordination with the IBG Government Liaison Consultant and National Project Officers, the consultant will report to the Senior IBG Programme Manager.
1.2. Participate in coordination meetings with IOM, contractors, and Government officials.
1.3. Advise IOM and Government of Egypt counterparts on engineering, construction quality, and infrastructure requirements.
1.4. Conduct regular site visits and technical inspections for construction and renovation works in coordination with IOM Government Liaison Consultants, National Officers and the Senior IBG Programme Manager.

2. Assessment, Planning, and Technical Recommendations

2.1. Conduct technical assessments of existing facilities and infrastructure, as required, to evaluate structural, electrical, safety, and functional requirements in accordance with applicable standards, regulations, and operational objectives.
2.2. Develop an inception report outlining methodology and workplan.
2.3. Provide technical recommendations to inform project planning and decision-making, including the identification of key challenges and technical constraints that could impact project deliverables.
2.4. Develop architectural and engineering design documentation, in coordination with the construction contractor, including technical drawings, layouts, and specifications for relevant facilities, and revise and update such documentation as necessary.
2.5. Prepare Bills of Quantities (BoQs), technical specifications and plans for the construction, refurbishment and equipment-related works, including cost estimates and budgets for construction, refurbishment and installation activities.
2.6. Provide technical inputs into the preparation of solicitation documents, including design documentation (technical specifications, layouts and drawing) and evaluation criteria.

 

3. Construction Oversight and Quality Assurance

3.1. Oversee and monitor construction, refurbishment, and equipment installation, in compliance with approved design documentation, specifications, timelines, and quality standards.
3.2. Review contractors deliverables, materials, work methods, and progress against schedules.
3.3. Identify construction defects, risks, or deviations and recommend corrective actions.
3.4. Provide technical reports with findings, recommendations, and progress assessments.
3.5. Develop periodic site inspection reports (weekly/bi weekly/monthly depending on agreement), as well as quality assurance reports with identified issues and recommended corrective actions.
3.6. Complete the assessment and certification report.

4. Commissioning, Handover and Warranty Support

4.1. Support commissioning of the works / facilities, including verification of systems functionality, testing and readiness for operation, and coordinate with contractors and the owner to ensure proper completion of commissioning processes.
4.2. Support the handover of the objects: verify the preparation and transfer of all technical and other related documentation, and coordinate with contractors and the owner to ensure a timely and complete handover.
4.3. Oversee the 12-month warranty period, including monitoring completed works for defects after acceptance, coordinate repairs with contractors, maintain documentation.

5. Programme Support

5.1. Provide expert technical guidance to facilitate timely and effective implementation of IOM projects under the IBG programme, as well as contribute to the planning and quality assurance of broader IBG programme activities related to construction.
5.2. Ensure that works support long-term functionality and operational readiness for rights-based border management capacities.
5.3. Provide technical inputs to project documentation, donor reporting, and handover processes as required.
5.4. Undertake relevant duty travel for the implementation of programmatic activities, as requested.
5.5. Any other related tasks as requested by IOM Egypt mission management, Senior IBG Programme Officer and/or IBG Liaison Coordination Consultant.

6. Risk Management, Compliance and Safeguards

6.1. Support IOM in safeguarding project financial integrity by reviewing cost estimates, validating progress-based payments, and flagging potential risks of cost overruns or unjustified claims.
6.2. Ensure contract compliance and proper documentation of technical decisions, inspections, variations, and certifications to mitigate contractual, legal, and audit risks.
6.3. Uphold IOM’s zero tolerance policy on fraud, corruption, and unethical practices; report any suspected irregularities or conflicts of interest.
6.4. Comply with confidentiality, data protection, and information security requirements; treat all technical documents, drawings, and reports as confidential.
6.5. Escalate critical technical, safety, financial, or integrity-related risks to the Senior IBG Programme Manager, with recommendations for corrective or preventive actions.
6.6. Monitor and report on compliance with health, safety, and environmental standards, immediately flagging any unsafe or non-compliant conditions.

The Consultant will be responsible for delivering the following outputs:

  • Inception report developed based on technical assessments of selected facilities, including findings, identified needs, and recommended interventions, outlining the methodology, workplan, and initial assessment of the scope of works, including key technical considerations and risks.

  • Bills of Quantities (BoQs) and cost estimates for construction, refurbishment, and equipment installation works. 

  • Technical inputs to procurement documentation, including specifications, BoQs, and evaluation criteria. 

  • Validated design documentation, including review and endorsement of technical drawings, layouts, and specifications.

  • Regular site inspection and progress reports (weekly/bi-weekly/monthly as agreed), including status of works, issues identified, and recommendations in coordination with the IOM IBG Senior Programme Manager and IOM Government Liaison Consultant.

  • Quality assurance reports documenting compliance with designs, standards, and safety requirements, including identified defects and corrective actions; 

  • Technical advisory notes to support project planning, implementation, and decision-making.

  • Final completion and certification report, including overall assessment of works, verification of compliance, and handover recommendations.

  • Ad hoc technical inputs to donor reporting, project documentation, and coordination process, as required.

Based on the above objectives, it is expected that the Consultant in will be engaged for a duration of 11 months from the signing of the Consultant contract, of which these ToRs are an integral part. His/her specific deliverables are as follows:

  • The Consultant’s performance will be evaluated based on the following key indicators:

  • quality and completeness of reviewed and validated technical documentation (including BoQs and specifications); 

  • timely delivery of BoQs, cost estimates, and technical inputs to procurement processes;

  • effective technical oversight of works in line with approved designs, standards, timelines, and quality requirements; 

  • timely identification of risks, defects, and deviations, with actionable corrective recommendations; 

  • quality and consistency of site inspection and technical reporting; 

  • compliance of works with safety regulations and technical standards; 

  • effective coordination with IOM, government counterparts, and contractors; 

  • contribution to timely and high-quality project implementation and operational readiness of infrastructure. 

Qualifications

Required Qualifications and Experience

Education

  • Advanced degree in Civil Engineering, Architecture, or related field. 

Experience

  • At least 15 years of professional experience in construction oversight, quality control, or infrastructure project management. 

  • Proven experience with government or defence-related infrastructure projects an asset. 

  • Strong knowledge of Egyptian construction codes, safety standards, and quality assurance frameworks. 

Skills

  • Excellent analytical, reporting, and communication skills. 

  • Proficiency in engineering design software (e.g. AutoCAD) and related applications for preparation and review of technical drawings, BoQs, and specifications.

  • Proactive, self-motivated and able to identify problems and providing solutions in a time efficient manner. 

  • Experience working with the United Nations is a valuable asset.   

  • Prior experience in organizing and/or delivering capacity building activities. 

  • Capacity to communicate in Arabic and English. 

  • PC-based skills including Microsoft Word, Excel, Power-point and internet. 

Languages

For this consultancy, fluency in English and Arabic is required (oral and written).

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy.
