Organizational Setting and Reporting Relationship

The position of Operations Assistant is assigned to the Transport Sector Division (SD1-TRA) within the Sectors Department 1 (SD1). You will be based at our Headquarters in Manila, Philippines.

You will report to the Director, TRA, or designated Technical International Staff.

Your Role

As an Operations Assistant, you will provide operational and administrative support for project and technical assistance implementation, contribute to project coordination, and assist project teams in the delivery of work.


You will:

  • Support the preparation and processing of loan, technical assistance (TA), and project documents following ADB procedures. This includes compiling inputs, preparing tables and annexes, consolidating comments, and tracking document clearances and deadlines.
  • Provide administrative and operational support for TA and project processing and implementation, including assistance with consultant recruitment, claims and contract administration, and the preparation of routine reports.
  • Prepare internal memos, meeting minutes, routine correspondence, and other standard documents, and log, distribute, and file these.
  • Coordinate project-related logistics and administrative arrangements, including meetings, missions, travel, accommodation, scheduling, and follow-up on required documentation and clearances.
  • Maintain accurate project and TA records, trackers, databases, filing systems, and administrative documentation to ensure information is current, organized, and easily retrievable.
  • Help prepare the Project Administration Manual and related appendices by gathering, organizing, and formatting data and supporting documents.
  • Ensure that correspondence and documents for supervisors are prepared in compliance with ADB standards and styles based on Handbook of Style and Usage, and carefully check documents submitted for approval.
  • Respond to routine queries, take accurate messages, and route requests promptly to the appropriate staff concerned.
  • Help apply work area procedures, guidelines, and formats; support knowledge management activities; and provide back-up assistance to other operations assistants.
  • Perform other responsibilities as assigned and reflected in your workplan.

Qualifications

You will need:

  • Bachelor's degree in business administration, economics, social science or any other relevant discipline.
  • At least 5 years of relevant professional experience providing administrative and operational assistance.
  • Hands-on working experience supporting multilateral technical assistance, loan, and grant projects of similar institutions.
  • Experience conducting background research to support well-defined assignments.
  • Proficiency in the use of MS Office Suite (Excel, Word, Outlook, PowerPoint, and SharePoint).
  • To work with ADB stakeholders, i.e., ADB staff, government officials and other development partners.
  • Written and verbal proficiency in English and local language (as applicable)

Additional Information

This appointment is open to internal and external applicants.

This opening is a local staff position. It is open only to nationals and permanent residents of the Philippines.

This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
