Since 2017, IRC has supported Rohingya Refugees and Bangladeshi nationalities communities in Cox's Bazar, Khulna, Barisal, and Chittagong with integrated services. The organization also addresses climate change impacts by building resilience and promoting economic recovery, education, and protection.

Purpose of the Role

Under direct supervision and technical support from the Finance Coordinator - Grants and Budgeting, Finance Manager- Budget and Reporting will be responsible for the preparation of Donor budget, Budget amendments, Financial Report, Cash Forecast, Monthly budget variance analysis (BVA) and grants reconciliation in a timely manager.

Line Manager: Finance Coordinator - Grants and Budgeting

Contract Length: 31st December 2026 (With possibility of extension subject to funding, program needs and performance of incumbent)

Highlights of Key Responsibilities

  • Develop proposal budget or budget modification complies with Donor regulations and IRC financial policy
  • Prepare donor budget lines as per IRC internal budget (linked with IRC chart of accounts) and upload it into financial system
  • Review financial transactions and cross-check with donor budget lines and conduct necessary corrections as per approval from designated authorities
  • Prepare and update spending plans for all active grants in conjunction with designated budget holders. Reviews budget spending and advises relevant staff on spending status.
  • Participate in regular Project Cycle Meetings, including Grants Opening, regular BVA/Grants review, closure meetings, etc.
  • Prepare quarterly grants reconciliation as per the template and find out deviations to take appropriate decisions.
  • Ensure that shared costs/cross-functional costs are properly charged every month to Grants.
  • Prompt monitoring of exchange rate loss/gain and promptly advising Finance Coordinator
  • Provide training on financial reporting and budget management to the budget holder.
  • Facilitate grant audits/NGOAB Audit and Internal Audit/Spot visit.

Financial Reporting

  • Preparation of monthly/quarterly budget versus actual reports for current grants to ensure that Program/Grants can monitor the budget utilization and take appropriate action on any significant variances.
  • Prepare financial reports as per donor reporting schedule (DRS) and submit them to Finance Coordinator Grants and Budgeting for review.
  • Prepare draft financial reports for assigned grants, ensuring alignment with donor formats and timelines, and submit them for review by the Finance Coordinator and relevant budget holders.
  • Produce monthly or quarterly financial analyses based on guidance from Finance Coordinator

Budget Preparation and Management

  • Prepare donor’s budget on the internal budget template, ensure shared cost % age and shared cost position as per operational budget and linked with donors’ format and timely submit to Finance Coordinator Budget and Grants for review.
  • Provide budget clearance/donor budget codes before processing/submitting the purchase request/event implementation/Travel planning, etc.
  • Provide the finance training/orientation to finance & non-finance people and develop the capacity of the partners’ finance team to ensure that good standards of financial reporting & budget management are maintained.
  • Conduct quarterly comparisons of cost allocations against actual expenditure and assist budget & reporting team in preparing the operating budget.

Financial Audit

  • Facilitate preparation and coordination (with consultation with DDF) of donor audits ensuring timely submission of all required schedules and supporting documents.
  • Review audit queries and provide high-quality, accurate responses, ensuring clarity, completeness, and alignment with donor finance rules and organizational policies.
  • Monitor audit recommendations and develop action plans to address findings; ensure timely implementation and periodic follow-up with relevant departments.
  • Maintain an organized and audit-ready documentation system for financial records, including vouchers, reconciliations, supporting evidence, and compliance-related documentation.
  • Coordinate with HQ, regional offices, auditors, and program lead to ensure smooth audit processes and alignment on timelines, deliverables, and follow-up actions.

Others

  • Promote and actively participate in initiatives and efforts to build team engagement, inclusion and cohesion in IRC [team/office]
  • Foster ongoing learning, honest dialogue and reflection to strengthen safeguarding and to promote IRC values and adherence to IRC policies.

Experience (Including Sector/Industry)

  • Minimum 5 years of experience working in humanitarian/development contexts.
  • Minimum 3 years of relevant work experience in a similar role with international NGOs.
  • Extensive experience in working with computerized accounting systems, standard spreadsheet and database programs
  • Familiarity and experience in dealing with financial compliances of US grants, ECHO, FCDO, UNs, SIDA, DFAT and other foundations.
  • Excellent problem-solving skills and demonstrated ability to handle pressure and improve.
  • Track record of proactively identifying financial risks/issues and communicating solutions effectively.
  • Capable of working independently with minimal technical guidance.
  • Proficient in both English and Bangla, with strong verbal and written communication skills.

Specific Educational Qualification

  • Master’s degree in Accounting / Finance.

Professional degree / Certification

  • Recognized full or partial professional certificate in accounting such as CPA/CIMA/CFS/CMA/ACCA/ ACA preferred.
