Project Context and Scope

The International Organization for Migration (IOM) is implementing the project “Enhance migration governance through evidence-based programming and strengthening capacities of authorities in Kosovo[1], funded by the Swiss Confederation/State Secretariat for Migration (SEM).

The overall objective of the project is to strengthen migration governance in Kosovo through an evidence-based and holistic approach, while maximizing migration’s contribution to sustainable development outcomes. The project focuses on enhancing institutional capacities, improving migration data systems, strengthening admission and case management processes, and supporting awareness-raising and diaspora engagement initiatives.

Within this framework, IOM has been supporting the Kosovo Border Police in strengthening its operational and technological capacities through the development of a Biometric Identification System (BIS). Initial progress has been achieved in defining system architecture, improving biometric enrolment processes, enhancing system performance, and establishing early interoperability foundations. However, further development is required to ensure full operationalization, scalability, and integration with other relevant institutional systems. This includes expanding analytical and reporting capabilities, improving biometric matching performance, strengthening secure data exchange, and introducing additional modules such as the Hotel Guest Management Module, as well as integration with key platforms such as BMS and KPIS.

In parallel, the Department for Citizenship, Asylum and Migration (DCAM) has made significant progress in strengthening its digital infrastructure, including improvements to its central database system, which has enhanced data reliability, security, and inter-institutional coordination. Despite these advancements, key migration services—particularly those related to residence permits within the Division for Foreigners—remain partially digitalized, with continued reliance on fragmented and paper-based processes.

To address these gaps, there is a need to advance the digital transformation of migration services through the development of an integrated, end-to-end case management system. This system should enable online applications, electronic document management, case tracking, and standardized decision-making processes, while ensuring secure data handling and interoperability across institutions.

Given the strategic importance of these interventions and their inclusion in the second phase of the project, IOM will initiate a preparatory phase focused on a comprehensive technical assessment and feasibility analysis. This will provide a clear baseline of existing systems, infrastructure, and processes, and inform future system development and digitalization efforts.

Responsibilities

Tasks to be performed under this contract
  • First deliverable: Preparation of a comprehensive assessment report on the current functionalities of the Biometric Identification System (BIS), including the identification of key technical issues, system gaps, and areas requiring further technical advancement and upgrading.

  • Second deliverable: Preparation of an analytical report on the current hotel guest reporting system and related processes, with a view to informing the development of the Hotel Guest Management Module within the BIS.

  • Third deliverable: Drafting of the Terms of Reference (ToR), including the technical requirements and proposed interventions for the upgrade and further advancement of the current BIS.

  • Fourth deliverable: Conduct of a comprehensive assessment of the existing infrastructure, systems, workflows, and legal frameworks related to residence permit procedures, including the identification of bottlenecks and opportunities for optimization and digitalization.

  • Fifth deliverable: Provision of recommendations for the design of a functional and integrated Case Management System (CMS) concept, enabling online applications, electronic document management, case tracking, and standardized decision-making processes.

  • Sixth deliverable: Drafting of a comprehensive Concept Note and Terms of Reference (ToR) for the digitalization and decentralization of migration services, including system architecture options, implementation approach, and institutional roles and responsibilities.

Performance indicators for the evaluation of results
  • Submission of a comprehensive BIS assessment report within the agreed timeframe, presenting a clear analysis of current functionalities, technical issues, system gaps, and priority areas for further upgrading, to the satisfaction of IOM.

  • Submission of an analytical report on the hotel guest reporting system and related processes, including clearly identified operational, technical, and procedural requirements to inform the development of the Hotel Guest Management Module within the BIS, to the satisfaction of IOM.

  • Submission of draft Terms of Reference for the BIS upgrade and advancement, containing complete and clearly articulated technical requirements, scope of work, expected functionalities, and proposed interventions, in line with IOM standards and agreed assignment requirements.

  • Submission of a comprehensive assessment report on the existing infrastructure, systems, workflows, and legal framework related to residence permit procedures, including clearly identified bottlenecks and opportunities for optimization and digitalization, within the agreed timeframe and to the satisfaction of IOM.

  • Submission of written recommendations and a conceptual design for a functional and integrated Case Management System, demonstrating feasibility, coherence, and alignment with operational requirements for online applications, electronic document management, case tracking, and standardized decision-making processes.

  • Submission of a draft Concept Note and Terms of Reference for the digitalization and decentralization of migration services, clearly presenting the proposed system architecture, implementation approach, and institutional roles and responsibilities, in a form acceptable to IOM and relevant counterparts.

Qualifications

Required Qualifications and Experience

Education

  • Minimum M.A degree in Computer Science, Computer Engineering, Information System or related fields from an accredited academic institution. A PHD degree is highly preferable in relevant fields.

  • Certification in databases and / or programming/ software development will be an added advantage.

Experience

  • At least 15 years of relevant work experience in IT, respectively Databases, Database Development and Application Administration, System Analysis and Design for IT project implementation, Digitalization process and performance of similar tasks, in public institutions is required;

  • Minimum 5 years of experience in preparing Terms of Reference (TOR) for complex projects;

  • Experience with Data Integration and System Integration with relevant public institutions;

  • Experience with Project Management (Project must have been related with software and integration); 

  • Experience with Biometric Equipment and Biometric Enrolment Processes;

  • Experience in the field of migration governance, data management or diaspora engagement is highly desirable;

  • Familiarity with the Directorate for Migration and Foreigners, Department for Borders policies and priorities, particularly of Directorate for Migration and Foreigners, Department for Borders and with Ministry of Internal Affairs;

  • Proven in-depth knowledge and analytical skills for understanding of the complex data and computer systems, in identifying inefficiencies, analysing weaknesses or security threats of the IT systems; 

  • Experience in police work is desirable, with particular emphasis on the creation and 

    maintenance of border police databases, regarding the issues of migration and foreigners.

Notes

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
