Job Description
The Coastal States Stability Mechanism (CSSM) is a small-grants programme operating in northern Ghana, Benin, and Togo—strategic zones exposed to the risk of violent extremist expansion from the Sahel—aimed at strengthening a locally supported state presence.
CSSM is currently funded by the German Federal Foreign Office (GFFO), the Ministry of Foreign Affairs of the Kingdom of the Netherlands (MINBUZA), and the UK’s Foreign, Commonwealth & Development Office (FCDO). It is implemented by the International Organization for Migration (IOM).
CSSM pursues three main outcomes:
- Civil security actors strengthen security in areas threatened by violent extremist expansion.
- Governments expand and improve the delivery of essential basic services.
- Communities reduce local instability risks through targeted actions to improve social and economic conditions.
CSSM works with government partners and communities in selected areas based on government-identified security and stabilization priorities, promoting national leadership and collaboration between security actors and communities in analysis, planning, and implementation.
Responsibilities
Under the overall supervision of the Chief of Mission and, the direct supervision of the Supply Chain Officer (SCO) and in close coordination with the Resources Management Officer (RMO) in Accra, Ghana, the Supply Chain Assistant will be responsible for:
Analyze and evaluate that vendor's performance in terms of quality, prices, delivery, and equipment are in conformity with the organization's requirements;
Liaise with in-location intergovernmental and non-governmental agencies in order to utilize their respective procurement networks when necessary;
Coordinate with the SRMO (Senior Resources Management Officer) and Supply Chain Officer on the planning for procurement and logistic needs of the IOM Mission in Ghana.
Confirm terms of payment and delivery conditions in order to prepare Purchase Orders (PO).
Ensure the appropriate level of authorization is received prior to releasing the orders;
Follow up on PO status and keep abreast of availability of goods or any changes that may affect or modify the pre-determined conditions;
Conduct tracking and reporting of service provision status.
Assist the Supply Chain Officer in asset inventory tracking
Organize and maintain proper procurement and filing systems as well as assist SRMO and Supply Chain Officer in records keeping management in relation to the projects.
Ensure regular voucher inventory and retrieval from vendors, for records and payment purposes
Ensure the clearance of international orders and coordinate exemption requests with MOFA
Organize the moving of staff arriving or departing
Perform any other duties as may be assigned
Qualifications
EDUCATION
Completed High School degree from an accredited academic institution, with 5 years of relevant professional experience;
Certified training on supply chain management, an advantage.
EXPERIENCE
Experience in procurement in international and or government process;
Proficiency in WAVE system, MS office applications such as Word and Excel;
Knowledge of other applications such as Power Point and Visio an advantage.
LANGUAGES
- Fluency in English (oral and written) is required.
- Working knowledge of French is an advantage.
