Project Context and Scope

  1. Duty Station of the Consultancy: Remote and working with IOM Regional Office for MENA- Cairo, Egypt. 

  2. Duration of Consultancy: Three (3) months starting from July till September 2026, subject to the medical clearance.

  3. Nature of the consultancy:  Category B Consultancy

  4. Project Context and Scope: 

    Governments across North Africa are increasingly confronted with the complex and interlinked challenges of climate change, environmental degradation, disaster risk, and human mobility. Despite the existence of national climate strategies, disaster risk management frameworks, development plans, and migration policies, linkages between climate risk governance, early warning systems, anticipatory action, and human mobility remain unevenly integrated and insufficiently systematized at the regional level.

    Through the Climate Change and Migration Data (CCMD) Programme and the Migration, Environment and Climate Change (MECC) Initiative, IOM has supported the generation of a substantial body of country-level evidence on climate-related human mobility, including MECC country studies, DTM analyses, climate vulnerability assessments, and policy mapping exercises. However, these outputs remain fragmented across countries and thematic areas, limiting their collective utility for informing coherent regional policy dialogue and programmatic design.

    Within this context, IOM MENA seeks to engage a Regional Research & Policy Consultant to consolidate, synthesize, and systematize existing policies, legal frameworks, and evidence on climate change and human mobility across North Africa. The consultancy will deliver a regional synthesis that strengthens policy coherence, identifies shared governance patterns and entry points, and supports CCMD programmatic outcomes, UN cooperation frameworks (UNSDCFs, CCAs), and future programme development.

    The Consultant will work under the overall supervision of Regional thematic specialist (Data and Research)  the Regional Office for the Middle East and North Africa, in close coordination with the Regional Data Hub (RDH) and Climate Action & Mobility Division (CAD) , the CCMD programme team, and IOM Country Offices in North Africa.

Responsibilities

Tasks to be performed under this contract
  • The Consultant will work under the overall supervision of Regional thematic specialist (Data and Research)  the Regional Office for the Middle East and North Africa, in close coordination with the Regional Data Hub (RDH) and Climate Action & Mobility Division (CAD) , the CCMD programme team, and IOM Country Offices in North Africa.

    1. First deliverable Inception and consolidation framework: 

  • Inception note confirming final scope, methodology, analytical questions, risks, and validation plan, explicitly aligned with CCMD Outcomes 1–3
  • Standardized analytical framework and mapping template covering:
    • governance and institutional arrangements;
    • legal and policy instruments;
    • integration of climate risk, DRM, EWS, AA, and human mobility
  • Annotated inventory of existing evidence to be synthesized, including:
    • MECC country studies (Libya, Morocco, Tunisia, Algeria);
    • DTM analyses (with focus on Libya); 
    • Climate Vulnerability Assessments (CVAs);
    • relevant CCMD regional and country‑level analytical products

2. Second deliverable – Consolidated Evidence and Governance Mapping Dataset: 

  • Consolidated evidence matrix synthesizing existing climate–mobility data and analysis across North Africa, structured by thematic areas (climate hazards, exposure, vulnerability, mobility outcomes, EWS/AA linkages)

  • Governance mapping tables for each country, systematically capturing:
    • national development plans; 
    • climate change strategies, NAPs and NDCs; 
    • DRM / DRR and early warning frameworks; 
    • migration and displacement‑relevant policies and legislation

Analytical summary note identifying preliminary cross‑cutting governance patterns, integration gaps, and policy entry points (without cross‑country performance comparison)

3.Third deliverable – Draft Regional Synthesis Report (Substantive Draft)

  • Full draft Regional Synthesis Report consolidating:
    • synthesis of existing climate‑mobility evidence;  
    • mapped governance and institutional frameworks; 
    • analysis of how climate‑related mobility and/or displacement considerations are reflected in development, climate, and DRM frameworks
  • Dedicated analytical sections addressing:
    • Recurring governance themes and coordination models;
    • Shared policy entry points relevant for regional dialogue and programming;
    • Implications for CCMD implementation and a potential CCMD Phase II
  • Draft set of actionable, regionally applicable recommendations aligned with CCMD, RDH, RPLU, DHRR, MECC, and DRR/AA strategies

4. Fourth deliverable – Final Regional Products and Policy – Ready Outputs

  • Final Regional Synthesis Report, incorporating consolidated feedback from IOM RO, Country Offices, and technical units
  • Stand‑alone Regional Policy Brief (policy‑oriented, non‑technical) highlighting key findings, governance entry points, and forward‑looking recommendations for policymakers, donors, and UNCTs
  • Presentation deck summarizing methodology, key findings, and recommendations for validation meetings and dissemination
Performance indicators for the evaluation of results
  • Timeliness of deliverable submission in line with agreed milestones
  • Analytical quality, coherence, and policy relevance of outputs
  • Accuracy and completeness of governance and evidence mapping
  • Clarity and usability of synthesized findings and recommendations
  • Responsiveness to technical feedback and ability to integrate comments
  • Alignment with IOM terminology, neutrality, and political sensitivity
  • Effective coordination with IOM RO, RDH, CCMD team, and Country Offices

Qualifications

Required Qualifications and Experience

Education

  • Advanced university degree (master’s or higher) in migration studies, public policy, climate change, environmental governance, development studies, law, or a related field.

Experience

  • Minimum 8–10 years of relevant professional experience in policy analysis, governance mapping, or applied research related to migration, climate change, DRM, or development
  • Demonstrated experience producing regional or multi-country analytical reports
  • Proven familiarity with UN policy processes, including UNSDCF and CCA frameworks
  • Experience working with or for UN agencies, particularly IOM, is a strong asset

Skills

  • Strong analytical writing and synthesis skills
  • Proven ability to manage complex, cross-sectoral policy material
  • Familiarity with climate risk, early warning systems, anticipatory action, and human mobility linkages
  • Ability to work independently while coordinating effectively with multiple stakeholders

Languages

For this consultancy, The consultant is required to be fluent in English; good knowledge in Arabic & French are an advantage.

Notes

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
