Project Context and Scope:
Communities across North Africa are increasingly exposed to climate change, environmental degradation, and related livelihood stressors, which in turn influence patterns of human mobility, including seasonal and circular labour mobility, voluntary immobility, and rural–urban movement. In response, local actors – including cooperatives, women’s groups, youth initiatives, informal livelihood networks, and community‑based organisations – are developing locally grounded, climate‑adapted livelihood strategies that strengthen resilience at community level.
Despite the centrality of these locally led efforts, evidence on local ownership in climate‑adapted livelihood systems remains fragmented and insufficiently reflected in national adaptation, development, and migration governance frameworks. In particular, there is limited consolidated analysis on how community‑driven livelihood strategies interact with human mobility outcomes and how these dynamics are addressed within policy processes.
Within this context, the Climate Change and Migration Data (CCMD) Programme seeks to commission an International Research Consultant to conduct a multi‑country qualitative study across North Africa, covering Egypt, Libya, Tunisia, Algeria, Morocco, and Sudan. The consultancy will generate comparative evidence on locally owned climate‑adapted livelihood systems, map key grassroots actors, and analyze the interaction between livelihood adaptation and mobility dynamics, with a view to informing climate‑mobility‑sensitive policy and programming.

Responsibilities
- The Consultant will work under the overall supervision of the IOM MENA Regional Office (Cairo), Regional thematic specialist (Data and Research) in close coordination with the Regional Data Hub (RDH), the CCMD Programme team, relevant technical units, and IOM Country Offices.
First deliverable - Inception Package and Methodological Framework: -
- Inception note confirming final scope, analytical framework, methodology, workplan, and risk mitigation measures, aligned with CCMD Outcomes and cross‑cutting priorities

Refined research questions and comparative analysis matrix covering:
- Forms of local ownership in climate‑adapted livelihoods
- Typologies of community‑driven adaptation practices
- Linkages between livelihood strategies and human mobility outcomes
- Validated data collection tools for desk review and key informant interviews
2. Second deliverable – National Actor Mapping and Evidence Dossiers: -

Country‑level actor mapping outputs for each of the six countries, including:
- Inventory and typology of local and grassroots actors engaged in climate‑adapted livelihoods
- Thematic and sectoral mapping of adaptation practices

Geographic overview of initiatives (where data allows)
- Short country evidence notes summarizing:
- Climate‑related livelihood stressors
- Community‑led adaptation strategies

Observed mobility dynamics linked to livelihoods
Third deliverable – Draft Regional Analytical Report (Substantive Draft): -

Draft and submit for review Regional Analytical Report synthesizing findings across the six countries, including:
- Comparative analysis of local ownership models
- Assessment of how climate‑adapted livelihood systems interact with mobility outcomes
- Identification of barriers and enablers for locally led mobility‑sensitive adaptation

Analytical section on policy integration, highlighting gaps and entry points in:
- National Adaptation Plans (NAPs)
- Nationally Determined Contributions (NDCs)
- Disaster Risk Reduction and social protection frameworks
4. Fourth deliverable – Final Regional Products and Policy – Ready Outputs
- Final Regional Analytical Report incorporating consolidated feedback from IOM RO, Country Offices, and technical units
- Standalone Policy Brief tailored for North African governments and regional stakeholders
- Presentation deck summarizing key findings, comparative insights, and recommendations for validation and dissemination
- Timely submission of deliverables in line with the agreed workplan
- Analytical quality, coherence, and methodological rigor of outputs
- Accuracy and clarity of actor mapping and comparative analysis
- Policy relevance and usability of findings and recommendations
- Responsiveness to technical feedback from IOM and partners
- Alignment with IOM terminology, neutrality, and ethical research standards
Qualifications
Required Qualifications and Experience
Education
- Advanced university degree (Master’s or higher) in migration studies, climate change, environmental governance, development studies, public policy, or a related field
Experience
- Minimum 5–7 years of relevant professional experience in applied research, policy analysis, or programme‑related analysis on climate change, livelihoods, migration, or human mobility
- Demonstrated experience conducting qualitative, multi‑country or regional studies
- Familiarity with climate adaptation frameworks, localization approaches, and community‑based programming
- Prior experience working with IOM or other UN agencies is a strong asset
Skills
- Strong analytical writing and synthesis skills
- Proven ability to handle complex, cross‑sectoral thematic analysis
- Experience with qualitative data collection and stakeholder engagement
- Ability to work independently and deliver outputs under tight timelines
Languages
For this consultancy, The consultant is required to be fluent in English; good knowledge in Arabic & French are an advantage.
