Overview of positionTitle: Civil Engineer
Duty station: Southern governorates of Muthanna, Qadisiya, Missan and Thi Qar in Iraq
The project will be implemented in the four southern governorates of Muthanna, Qadisiya, Missan
and Thi Qar in Iraq. The overall Smallholder Agriculture Revitalization Project (SARP) aims at
assisting rural people overcome poverty and achieve food security through remunerative,
sustainable and resilient livelihoods. It consists of two main components namely; (1) Climate
Resilient Investments; and (2) Agriculture & Livelihood Diversification. The first component
includes two sub components; (1.1) modernization/rehabilitation of Irrigation Infrastructure
schemes and (1.2) Knowledge Management and Institutional strengthening. The first
sub-component (1.1.) aims at addressing the growing scarcity of irrigation water. The Project’s
overall objective is to contribute to the revitalization of agriculture while building resilience to
climate change in the Southern Governorates in Iraq. The Project has the three following specific
objectives: Water Management - Increase water availability and irrigation efficiency to sustain
water supply for agricultural production in the selected governorates Climate Change - Mitigate the
impact of climate change namely the reduction in precipitation and increasing water scarcity by
supporting irrigated agricultural production Agriculture - Enhance the profitability of the supported
small farms/agri-businesses in order to contribute to the improvement of the income of the rural
vulnerable farmers our client will be responsible for the design and rehabilitation works of the
irrigation infrastructure schemes such as the lining of dried up water canals, supply and lay out of
closed irrigation systems and rehabilitation of pumping stations.
Purpose and Scope of Assignment
Under the overall guidance of the Project Manager and the direct supervision of the Lead Civil
Engineer, the Civil Engineer is required to perform the following specific duties and responsibilities
ensuring their effectiveness, transparency, and integrity:
Coordination, Delivery, and Performance:
● Plan, supervise, and manage the implementation of SARP rehabilitation and/or construction
works, ensuring alignment with project requirements, timelines, and budgets.
● Responsible for preparing the bill of quantities, as-built and construction drawings
● Responsible for day-to-day coordination with the contractors and suppliers according to the
needs and requirements on site;
● Inspects and report on contractor’s works in progress ensuring that the contractor meets
UNOPS quality standards;
● Provide support and guidance to the contractor and assists in resolving site problems, as
necessary;
● Assist in the preparation of project plans, detailed schedules, and progress reports, and
contribute to project closure activities and documentation.
● Responsible for supervision of technical staff and consultants assigned to the project, and the
assignment and monitoring of duties during the progress of works;
● Liaise with relevant government authorities, beneficiaries, and stakeholders to facilitate
permits, secure approvals, and maintain effective working relationships.
● Embed sustainability dimensions including social and gender inclusion, as well as Health,
Safety, Security, and Environmental (HSSE) aspects into the project during the design and
construction phases;
● Ensure PSEA measures are implemented throughout the project implementation, as per the
country PSEA action plan;
● Perform other related duties as required by the Project Manager.
Governance, Monitoring, and Reporting:
● Supervise and monitor contractors’ setting-out and construction activities, ensuring full
compliance with contract specifications, approved work plans, and project requirements in
terms of scope, timeline, and budget;
● Conduct daily site visits to monitor work progress, identify issues, and propose practical
engineering solutions in coordination with the Project Manager and Lead Civil Engineer;
● Responsible for preparation of progress reports on construction activities, according to the
agreed timeframe of works and submission of such on a weekly basis to the Project
Manager;
● Assess and report on the project closing plans, archiving of cost and progress report and
hand over all related reports to the Project Manager;
Evaluate and assess work schedules and programmes, including the comparison with the
schedule baselines and reports to the Project Manager accordingly;
● Check all laboratory reports, operation and maintenance manuals, and keep records and
report to the Project Manager accordingly;
● Assess the work activities of contractor/s, measure completed work, and make
recommendations to the Project Manager for progress payments to contractors.
● Carry out on-site technical inspections and assessments to ensure that all construction
activities comply with our client quality standards and approved project specifications.
● Maintain accurate records and compile periodic and ad hoc reports in accordance with
UNOPS procedures and reporting requirements.
● Conduct site inspections, testing, and quantity verification, and review/approve technical
submittals including shop drawings, material approvals, and as-built documentation.
Administrative Tasks:
● Maintain records, compile periodic reports and any specific reports required by UNOPS
standard procedures;
● Responsible for the preparation and verification of a database for the available materials
shipped to the project, schedules of labor force, and monitoring of quality of such during the
progress of works;
● Check, verify and approve the interim payments submitted by the Contractor/s and submit
detailed reports to the Project Manager.
3. Monitoring and Progress Controls
● Maintain accurate records of site activities, inspections, incidents and progress, ensuring
timely submission of reports (weekly/monthly/quarterly).
● Support project closure through commissioning, handover and archiving of construction
documentation.
● Assist in compiling periodic and specific reports, and ensure all project documentation is
up-to-date and properly filed.
● Support the Project Team in overseeing change controls, risk and issue registers, and ensure
timely and accurate reporting on project progress.
Knowledge Building and Sharing
● Ensure that lessons learned and challenges are documented throughout the project
implementation and shared with the project team;
● Participate in knowledge-sharing initiatives and contributing insights and lessons learned.

Key competenciesA. Recruitment Qualifications
Education
A Bachelor’s degree from a recognized university in Water Resources
Engineering, Civil Engineering, Environmental Engineering, or
Construction Management is highly desirable.
A Master’s degree from a recognized university in one of the
above-mentioned fields is desirable.
Certifications:
Required
Membership of the Iraqi Engineers Association
Prince2, PMP or similar project management certification is an asset
● A minimum of 2 years of experience in development and coordination within agricultural,
water resources , or related projects, particularly in irrigation (Open Channels and Closed Pipe
System) and water-related activities, is required.
● Experience in site supervision, as well as monitoring and evaluation, is required.
● Experience working on international and/or local projects in conflict-affected areas is
preferred.
● Experience in implementing and delivering projects for international organizations is
considered an asset.
Experience in report writing, data analysis, and document drafting is desirable.
● Experience in Health and Safety Management is desirable.
● Proficiency in computer-aided design software, particularly AutoCAD, is desirable.
● Experience in quality assurance and quality control (QA/QC) for infrastructure projects is
desirable.
● Experience working in the southern governorates is desirable.
Language
● Fluency in English and Arabic is required.
