The Division consists of some 250 staff between Geneva and Budapest plus a few out-posted staff in regional offices (medical and staff welfare officers). The Medical section in Geneva consists of 9 positions. The Head Nurse will work directly with the Chief Medical officer and in very close cooperation with the Director Staff Health and Welfare.

This position was created in 2005 in response to the dissolution of Joint Medical Service. The Director SHW primary goal is to further professionalize the work of the Service; Ensure greater and more efficient integration of resources in order to support the health and welfare of staff in the whole organisation. This includes regular health and psychosocial risk assessments, with targeted health and wellbeing interventions; Rapid response to life threatening emergencies; Improve psychosocial support to staff; Further invest in strategic improvements in staff accommodation and living conditions: and to ensure that the application of the relevant human resource policies and processes are robust, have integrity, are legally sound and meet the organization’s as well as staff needs

RESPONSIBILITIES

§ To establish procedures to ensure the medical preparation and education of staff travelling on official mission in order to cope with the health hazards faced by them, and to give instruction on preventative measures.

§ To coordinate and supervise the day to day functioning of the infirmary in HQ and maintains close contact with all staff in the field

§ To respond to all medical emergencies with promptness and deliver first line emergency treatment within UNHCR HQ

§ To respond to requests for emergency medical evacuation from the field on a 24hour a day, on call basis, via mobile telephone

§ To design medical health hazards profiles for countries on request and design health maintenance programmes

§ To develop work plans in order to maintain and update of all medical files/records with relevant information, in order to guarantee correct client care and treatment. E.g. vaccinations consultations etc.

§ To participate in regular field assessment missions

§ To collaborate on the designing of health promotion programs to serve both field and HQ locations on various health issues following field missions

§ To coach and mentor the junior nursing staff with in the infirmary and train all new infirmary staff.

§ To assure that the junior infirmary staff have the professional capacity to engender trust amongst medical service clients and to demonstrate the ability to maintain professional confidentiality in all situations.

§ To establish procedures to ensure the needs of staff from a multi-cultural, multi ethnic background with their differing approaches to the medical field are recognised and met

§ To participate in the evaluation of lower level staff for the preparation of the PAR

§ To oversee visits to staff members who are ill in hospital or at their domicile on the request of the administration or the director

§ To coordinate leave requests within the infirmary to ensure correct coverage and optimal client services and liaise with the senior medico administrative assistant (SMAA) to ensure HR recording processes are completed

§ To collate the activity statistics of the infirmary in order to participate in the production of the annual activities report for the medical service and the budget projections

§ To collaborate on drafting with the SMAA on proposals for the development of the service.

QUALIFICATIONS:

§ A University Degree, or its equivalence in Clinical Nursing. An internationally recognised nursing (SRN) qualification is a minimum requirement for this position.

§ Minimum 8 years of responsible experience in the application of nursing skill, post registration hospital work experience and in an interagency medical service working at progressively higher levels of responsibility.

§ Minimum 2 years in the UN health Care. English and French are essential.
