International Medical Corps, a global humanitarian nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs, seeks candidates for the position of ****Regional Compliance Manager**** in Jordan.
Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.
Regional Compliance Manager will organize, coordinate and supervise the work of the Remote Management Team that will ensure compliance with the national laws, donors’ rules and regulations and internal policies and procedures with regards to IMC Emergency Response Team (ERT) Syria projects implementation. In coordination with the Regional Internal Auditor, he/she will assess and evaluate strengths of internal controls, identify gaps and work with the RMT and country management teams in addressing the weaknesses. This function will work closely with all IMC actors in developing additional safeguarding policies and measures adapted to the working environment to ensure safeguarding of human lives, assets, donors’ funds and limiting exposures to legal actions
****ESSENTIAL DUTIES AND RESPONSIBILITIES****
****ASSESSMENT/EVALUATION/IMPLEMENTATION OF INTERNAL CONTROLS**** a) In cooperation with the Regional Internal Auditor, he/she will evaluate the efficiency and effectiveness of the internal control of the organization with regards to its administrative, human resources, financial, compliance, procurement and asset control systems.
b) Evaluate adherence to existing security, compliance, logistics, HR and procurement policies, guidelines/manuals and established procedures of the country teams, identify gaps and suggest corrective actions.
c) Work closely and in coordination with the Regional Director, HQ support offices and RMT suggest, plan, coordinate and oversee implementation of necessary changes.
d) Develop and implement solutions to reconcile the compliance requirements of donors with IMC’s programs.
e) Work closely with legal advisors, internal and external auditors on possible agency exposure, liabilities and legal cases in the region.
f) Review procurement processes and suggest improvements and changes necessary to comply with country laws, donor regulations and internal policies. Work closely with the procurement/logistics departments in assessing transparency, competitiveness and completeness of procurement processes in the region.
g) Assess the in-country capacity of different departments and with country teams prepare, organize and supervise the plan of trainings for IMC personnel in Code of Conduct, Conflict of Interest, Anti-bribery/Fraud Policy ensuring that all IMC staff receives the trainings.
****DEVELOPMENT OF POLICY AND PROTOCOLS****
a) Based on the adopted Regional Strategy for ERT operations, spearhead preparation, development and standardization of ERT and country specific policies and protocols.
b) Assist country teams in finding appropriate solutions with regards to cash flows, vendor, HR and financial verifications in remote areas, sub-grantee monitoring and verifications, asset management and controls.
c) Based on the adopted solutions develop, prepare and implement Minimum Documentation Standard Guidelines for ERT activities.
d) Assist M&E teams in developing protocols, ToRs and contracts for Third Party Monitoring organizations.
e) Work closely with GCMU (Grants and Contract Management Unit) on contracting formats, tools and methodologies for different levels of partnerships and with reference to Sub-Grantee Management Manual.
f) In coordination with RMT, Regional Advisors and M&E teams establish protocols and systems in order to prevent fraudulent activities of the partner organizations.
****COMPLAINT MECHANISM STANDARDIZATION****
a) Work closely with the regional actors in assessing, evaluating and standardizing Complaint Mechanisms Protocol in form of SoP/guidelines adapted to ERT area of operation.
b) Work closely with HQ support offices and Regional Director in clarifying and streamlining internal complaint mechanism processes.
c) Works closely with RMT, security/compliance department and other departments in detecting and reporting any loss/diversion or its possibility.
a) Participate as needed in negotiations with donors regarding grant restrictions, procurement and compliance, including requests for waivers or exemptions from such requirements.
b) Participate in Finance, Administration and Human Resource strategy development, planning and problem-solving activities.
c) Actively engage with the Remote Management Team (RMT) members.
d) Attend and engage at key stakeholder meetings in the region – donors, Third Party Monitoring firms (as required) and OIG.

Skills & Requirements:• Minimum of a college or university degree in Accounting or Business Administration; preferably a Master’s degree.
• Minimum 5 years managerial experience in a non-profit organization or equivalent experience, training and education
• Extensive experience in the administrative and financial management of overseas programs at the management level
• Extensive experience in working with computerized accounting systems
• Comprehensive knowledge and working experience with USAID, EU, DfID and other donors
• Strong writing and presentation skills
• Proven capabilities in leadership required Other Relevant Information (if applicable): Knowledge of Arabic is preferable as well as willingness to travel frequently.
Base location Amman, Jordan with frequent travels to Lebanon, Iraq, Turkey.
