EBOLA OUTBREAK - SURGE CAPACITY - OCCUPATIONAL HEALTH AND SAFETY (OHS) SPECIALIST

OBJECTIVES OF THE PROGRAMME : The Ebola Virus Disease (EVD) outbreak in West Africa has heavily affected the entire sub-region and resulted in tremendous challenges and human losses. As of 29 May, 2015, 27 040 EVD cases were reported in West Africa leading to 11 140 deaths. In response and within the framework of a UN-wide initiative pulling together all assets of all relevant UN agencies, WHO established the largest emergency operation in its history to support the country response to the outbreak.While continuing to support the response with the aim to interrupt residual transmission chains as soon as possible in Guinea and Sierra Leone, all three most affected countries are now focusing efforts to restore essential health services and to strengthen their health-care systems. Description of duties: Under the supervision of the WHO Country Representative and the WHO Outbreak Response Team Leader, and in collaboration with the Ministry of Health and National Lead for Infection Prevention and Control and the WHO Workers' Health Programme the incumbent will perform the following duties.1) Provide advice for protecting occupational health and safety in WHO operated/led workplaces - offices, field missions, facilities and international medical teams. 2) Produce, distribute, promote and update policies/objectives relating occupational health and safety at work in relation to Ebola response.3) Carry out occupational health and safety risk assessment of WHO operated/led workplaces and monitor of compliance.4) Act as a resource on latest information relating occupational health and safety topics5) Monitor working condition issues and problems6) Coordinate education/training sessions and programmes by working with relevant teams in the country, and with HQ, UNMEER and other relevant partners.7) Ensure provision of critical information for, and engagement with, national government, international organisations and UNMEER, on occupational health and safety in the epidemic response and health service recovery8) Coordinate multi-agency/sectoral collaborative workings to reduce risk from exposure and infection to EVD and strengthen occupational health and safety in health care facilities and other high risk work settings.9) Other duties in the area of occupational health and safety as required by the supervisors. Skills: Essential:- Proven knowledge and skills in occupational health and safety in health care facilities; - Excellent interpersonal skills; - Strong organizational skills;- Ability to work in a multicultural environment;- Ability to promote cohesive action and convince officials with tact and diplomacy;- Ability to function effectively in complex and rapidly changing emergency environments- Ability to write in a clear and concise manner, and to present factual information.- Competency in data management and analysis.Desirable:- Knowledge of WHO, the UN System or NGO work in the field of response relief and/or of their practices and procedures as related to the work is desirable - Ability to use other equipment such a radio and/or satellite phone.Competencies:- Communicating in a credible and effective way- Producing results- Fostering integration and teamwork- Respecting and promoting individual and cultural differences Experience: Essential:- At least seven years of experience in developing, implementing and evaluating occupational health and safety policies, procedures and tools in developing country settings, and outbreak response. - Experience working with multiple partners;- Experience in developing and implementing occupational health and safety programmes in health care facilities. Desirable:Experience working with Ministries of Health. Languages: Depending on the country of assignment:For French speaking countries: Advanced working knowledge (written & spoken) of French. Knowledge of English an advantage.For English speaking countries: Advanced working knowledge (written & spoken) of English. Knowledge of French an advantage.
