EBOLA OUTBREAK - SURGE CAPACITY - RESPONSE MONITORING OFFICER (HEALTH)

OBJECTIVES OF THE PROGRAMME : The current Ebola Virus Disease (EVD) outbreak began in Guinea in December 2013 and now involves intense transmission in Guinea, Liberia, and Sierra Leone. On Friday 25th July 2014 the Director-General (DG) of the World Health Organization (WHO) declared the Ebola outbreak to be a Public Health Emergency of International Concern (PHEIC) under the International Health Regulations (2005), and grading the outbreak to Grade 3 in line with the WHO Emergency Response Framework (ERF). There is heightened concern about the risk of Ebola spreading to other countries. Within this framework, a WHO Ebola Response team is dedicated exclusively to coordinate international response, and mobilise international technical assistance from WHO, the Global Outbreak Alert and Response Network (GOARN) and other partners and stakeholders to provide direct support for national outbreak response activities and in the field. Description of duties: Under the supervision of the WHO Country Representative, and in cross-cutting coordination with the teams of information management, response monitoring, epidemiological surveillance and resources mobilisation, the incumbent will perform the following duties: - Identify and coordinate with a network of data collectors at district level (health) from other UN agencies and partners, health actors in each affected district; - Collect, verify, compile, and capture essential monitoring information which falls under the WHO responsibility: Case management (Ebola treatment, Community Care Centres, triage facilities and other facilities);- Case confirmation (laboratory management and surveillance); * Contact tracing (identification of new cases and chains of transmission); * Preparedness in non-affected districts; * Other indicators related to the health response (safe burials, social mobilization, training) as needed; - Implement the response monitoring framework in newly affected areas;- Work as a team with UNMEER generalist Information Management Officer (IMO) to ensure a timely and qualitative reporting on key indicators and products;- Contribute to the production of key information products;- Work closely with implementing organizations to ensure coherence in operations;- Work closely with the local government, as appropriate, to ensure coherency in the UNMEER's strategy vis-a-vis the governments; - Attend coordination meetings in the field and report back any key operational issues and/or updates; - Provide weekly, monthly, and ad hoc reports as needed/requested; - Perform other duties as required. REQUIRED QUALIFICATIONS Education:Essential:University Degree in Business Administration, Economics, Project Management, Public Policy, Monitoring and Evaluation, or any related field.DesirableMaster's degree in Business Administration, Economics, Program Management, Public Policy, Monitoring and Evaluation, or any related field relevant to the UNMEER mandate. Skills: - High degree of integrity, professionalism, personal initiative and willingness to accept a wide range of responsibilities; - Ability to take ownership, and work independently without supervision under established procedures; - Effective organizational, planning and problem-solving skills;- Ability to manage large volumes of work in an efficient and timely manner;- Ability to establish priorities; plan, coordinate and monitor work; ability to work under pressure, with conflicting deadlines, and to handle multiple concurrent projects/activities;- Ability to operate in compliance with organisational rules and regulations;- Have affinity with, or interest in humanitarian relief, post-conflict situations, volunteerism as a mechanism for durable development;- Flexibility and willingness to live and work in hazardous and remote places, involving physical hardship and little comfort, and including possibility of extensive travel within the mission area;.- Ability to operate effectively in a team across organizational boundaries;- Ability to establish and maintain effective partnerships and harmonious working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity and gender;- Proven interpersonal and organisational communication skills;- Commitment towards the principles of voluntary engagement, which includes solidarity, compassion, reciprocity and self-reliance and commitment towards the UN core values;- Database management skills;- Analytical, research, assessment and reporting skills.IT skills: Solid computer skills, including full proficiency in various MS Office applications (Excel, Word, etc) and other IT applications\database and office technology equipment. Experience: Essential: - Minimum of 2 years of progressive responsible relevant experience, preferably in developing countries.- Experience in programme assessment, design, monitoring and evaluation methodsDesirable: - Experience working in post-conflict or post-disaster contexts;- Experience in working in a demanding and dynamic international organisation. Languages: For English speaking countries: Good working knowledge (written & spoken) of English. Knowledge of French an advantage.For French speaking countries: Good working knowledge (written & spoken) of French. Knowledge of English an advantage.
