GHR Operations Support Officer

OBJECTIVES OF THE PROGRAMME : The WHO Global Service Centre (GSC) provides administrative services to all staff and all WHO offices worldwide in respect of human resources, payroll, procurement, accounts payable and support of specific corporate IT applications. The aim of this Centre is to serve as the global platform for the swift and reliable delivery of a comprehensive array of products and services covering all these fields. The Global Human Resources (GHR) team within the GSC focuses on the execution of HR Operations on a global scale with the aim to provide reliable, efficient, and consistent HR Operations for all WHO and partner entities Staff. Description of duties: To manage and lead a team that provides all the activities and support to the Operations of the Global Human Resources (GHR). These include the Global Management System (GSM) HR Foundation Management, the definition of all the business requirements necessary to all GSM HR modules, the HR Operations electronic documents filing (ECM), the technical support for GSM and other GHR systems, and the Operations dispatching, allocation and monitoring. The position is also responsible for all HR data management, service requests addressed to GHR, all annual verification exercises and the definition of the HR report requirements requested by Regions, HQ and partner entities.Under the direct supervision of the Coordinator, GHR, the incumbent is responsible for: - Managing and maintaining complete and correct Global HR Foundation data by ensuring timely GSM (Global Management System) updates, thereby ensuring data quality in the areas of Operational position planning, remuneration, entitlements, benefits, absences, positions and Organizations structures; - Providing HR technical and Oracle expertise including GHR business requirements and system's behaviours as well as validation and testing of the solutions developed by IT; - Defining and validating technical functionalities to perform data analysis and to ensure data integrity;- Maintaining the GHR transaction monitoring system (e-SLA); - Updating and advising the Coordinator GHR on important GSM issues both at the local or global levels for efficient and effective decision-making; - Representing the HR community in the GSC on GSM discussions, as well as serving as the GSC SME (Subject Matter Expert) for GHR on any GSM initiatives following business changes derived from new or revised policies and initiatives; - Managing a team responsible for efficient and customer-oriented handling of technical queries and Service Requests (SRs); - Maintaining non-staff data e.g. SSAs and Contingent workers; - Set and monitor objectives and priorities for GHR team; - Manage the daily work allocation to the operational teams within GHR; - Provide guidance in developing, implementing, and maintaining guidelines and processes to identify, measure, monitor, mitigate, and report operational risks in GHR; - Define requirements for effective implementation and maintenance of operational risk processes and tools; - Identify GSM training needs for GHR staff and coordinate training activities in collaboration with the Centre Support Office (CSO) in the GSC; - Be responsible for reporting on GHR performance metrics and developing assessment tools to help supervisors monitor the performance of their team members; - Review and revise work flows, checklists and operating procedures in collaboration with the service delivery team leads to ensure that service standards are achieved; - Develop strategies and procedures within GHR to ensure all electronic copies of incoming HR documents are maintained in the Document Management System (ECM) in a timely and accurate manner and WHO Records Policy requirements are met; - Manage the communication tools. E.g. centralized GHR mailbox and distribute the information effectively. - Other duties as required. REQUIRED QUALIFICATIONS Education:Essential:Advanced University degree in IT, Human Resources or any other position-related relevant subject.For internal WHO and UN system candidates with a first university degree, 4 years of work experience relevant to the vacancy may be substituted for a Master's level degree. Producing results Experience: Essential:- A minimum of 7 years of relevant work experience with extensive experience with major ERP functions and business flow in Oracle based ERP, specifically the HR module of Oracle e-Business Suite. - Experience in the Project Management in a context of multiple stakeholders.Desirable:- Supervisory experience. - Experience working in an international organization such as WHO would be an advantage. - Experience in various data analysis and using CRM tools is desirable. Languages: Essential:- Excellent knowledge of English both, written and spoken.Desirable:- Knowledge of French or another WHO official language would be an advantage.
