National Professional Officer, Emergency Response and Coordination (UKR)


OBJECTIVES OF THE PROGRAMME : The WHO Country Office supports the Member State to shape its health policy in line with WHO's principles and values and advocates for an integrated approach to health development. By means of a single, unified and functionally integrated country representation, WHO facilitates the implementation of the BCA with the Member State and its corresponding country work plan. WHO helps the country to improve its health system and provides technical support as necessary.The WHO country office administers, consolidates, manages and enhances WHO collaboration in the country including all resources deployed in the country either permanently or temporarily to maximize WHO impact. The Country Office also has a representational, fund-raising and resource steering function, as needed.The goal of the Health Cluster programme of the WHO Regional Office for Europe is to fill the gaps and enhance access to quality preventive and curative health services, including medication and health technology and to provide reliable health information for evidence based emergency response.Purpose of the postUnder the overall guidance of the Head of WHO Country Office in Ukraine (HWO) and direct technical supervision of the Emergency Coordinator, based in Kyiv, the incumbent supports the promotion and implementation of activities related to emergency response and its coordination focusing on the delivery of health services to populations affected by the crisis. Description of duties: Under the overall guidance of the HWO and direct technical supervision of the Emergency Coordinator, the incumbent will support the promotion, implementation and coordination of activities related to emergency response and preparedness focusing on the delivery of health services to populations affected by the crisis. Specifically:Support the Emergency Coordinator in her function of strengthening the health cluster coordination mechanism at country level through enhancing partnership with health partners and other sector partners;Regular update of 3Ws tables (Who does what, where) for partnership and coordination purposes;Support the Emergency Coordinator in conducting coordination meetings with all relevant partners and project staff, producing and circulating minutes, related decisions and tracking the latter, and developing detailed "lessons learnt" reports documenting achievements and obstacles to implementation, recommending coordination mechanisms and improvement to current and future field operations in the area of work, constantly assessing situations and needs, and redirecting efforts;Support WHO Field Coordinators in identifying remaining gaps in the delivery of health services for IDPs and provide appropriate actions to fill the gaps through relevant partnerships for establishing Mobile Emergency Primary Health Units (MEPUs) and Emergency Primary health care Points (EPPs);Assist with the development of work plans, including timeframes and activity cost estimates, project proposals and budgets, tracking and monitoring project implementation using project tracking systems, as requested;Support further training events (including ToT) for additional MEPUs teams; monitor utilization of knowledge and skills obtained by MEPUs participants at training events;Analyze, prepare, coordinate and facilitate training of medical staff of selected EPPs;Provide assistance in other areas of emergency response programme support as needed;Perform other duties as requested by supervisors. REQUIRED QUALIFICATIONS Education:Essential: University degree in medicine, public health or related social science.Desirable: Post graduate training in project cycle management, monitoring and evaluation of health programs or a related subject. Skills: Knowledge of public health services; skills in developing and maintaining partnerships with a wide range of stakeholders.Proficiency in standard computer applications: e.g. electronic communication, database searches and management, word processing, spreadsheets, presentation and planning software.Competencies: see WHO Global Competencies model at in a credible and effective way: Speaks and writes clearly, adapting communication style and content so they are appropriate to the needs of the intended audience.Knowing and managing yourself: Remains productive when under pressure.Respecting and promoting individual and cultural differences: Understands and respects cultural and gender issues and applies this to daily work and decision making. Sound interpersonal skills and the ability to work in a multicultural environment.Producing results: Takes responsibility for own work and sees tasks through to completion. Excellent organizational and analytical skills.Fostering integration and teamwork: Works collaboratively with team members to achieve results. Experience: Essential: Minimum three years of professional experience in the implementation and management of public health programmes/projects, preferably in an emergency context, combined with experience in developing and promoting collaborative partnerships. Experience in facilitating and coordinating trainings and events related to public health, preferably public health emergencies.Desirable: Experience in WHO or other UN agencies, NGOs and/or bilateral agencies. Languages: Essential: Excellent knowledge of English and local language.Desirable: Working knowledge of another WHO/EURO official language.
