OBJECTIVES OF THE PROGRAMME : Improve the overall performance of the health system in the country by:-Strengthening country capacity to develop comprehensive national health policies, strategies and plans.-Providing technical support to MoHME for equitable people-centred integrated service delivery and strengthening of public healthapproaches.-Providing technical support to MoHME to improve quality and safety of care at the hospitals and Primary Health Care (PHC)levels.-Contributing to improving access to and rational use of safe, efficacious and quality medicines and health technologies.Purpose of the Post:To support the Ministry of Health and Medical Education (MoHME) in improving health systems performance through structural and functional capacity development. Description of duties: Under the direct supervision of the WHO Representative and the overall guidance of the Director of Health Systems and ServicesDevelopment (HSD), the incumbent will perform the following duties.The incumbent will collaborate with programme related national counterparts to solve issues and ensure smooth implementationof the relevant projects and plans. S/he will also assist the WR in all issues related to assessment, planning, management andmonitoring of the health system strengthening programmes.Summary of Assigned Duties :1.Provide planning, coordination, technical and managerial support to the national health system programmes as per WHOcollaborative actions with the MoHME in the following collaborative programme areas: National health policies, strategies and plans; integrated people-centred health services; quality and safety of care; medicines and health technologies and strengthening regulatory capacity and other assigned programme areas under WHO Categories 4 (related to health systems based on primary health care and supporting universal health coverage).2.Monitor timely implementation of the relevant collaborative Joint Programme Review Mission (JPRM) plans and maintainregular meetings with the national counterparts and UN stakeholders for planning, midtermreview and reprogramming of the collaborative action plans.3.Coordinate with MoHME to perform stakeholders' analysis, situation analysis, priority settings and development of strategyplans related to health system strengthening and moving towards universal health coverage.4.Coordinate WHO technical support for implementation, assessment, evaluation and identifying programmatic gaps.5.Develop summarized technical and analytical documents for the assigned national programmes. Also, ensure timely preparation of correspondences, technical briefs and background documents, reports, WR speeches, presentations and other material related to the areas of responsibility of the incumbent.6.Accompany WR in relevant in-country missions and facilitate exchange of experiences and discussions between nationals andWHO by ensuring availability of information and summary documents in line with WHO language.7.Review and take action for the additional relevant requests by the national authorities, assess feasibility and identifyimplementation needs and solutions.8.Identify needed external technical support and ensure proper and timely handling and monitoring of consultants' briefing,agenda, and facilitation of the missions, evaluation and follow up on recommendations relevant to health system strengthening REQUIRED QUALIFICATIONS Education:Essential: University degree in Medicine with a specialization in Public Health.Desirable: Post graduate degree in Public Health Skills: Competencies:1) Producing results2) Communicating in a credible and effective way3) Fostering integration and team work4) Knowing and managing yourself5) Promoting innovation and organizational learningFunctional Skills and Knowledge :-Skills in project planning, design, monitoring and evaluation.-Knowledge in management of health systems development projects and universal health coverage concept.Other Skills (e.g. IT): Computer skills (Outlook, Word, Excel, PowerPoint). Experience: Essential: At least 5 years' experience in the fields of health systems development and monitoring and evaluation of healthprogrammes Languages: Professional knowledge of English and local language.
