General description of the position

The deputy Country Director is responsible for leading the development of programs and monitoring their implementation

Main responsabilities

Mission 1:Coordinate technical country strategy and ensure operational management of all technical areas

The Deputy Country Director / Program is responsible for:

  • ensuring the overall planning and follow-up of technical reporting for donors, authorities and internal requirements (Activity Progress Reports) in coordination with the support departments
  • visiting ACF field activities regularly and report on problems, challenges and obstacles while building an intimate knowledge of fieldwork realities
  • piloting the internal quality control, by promoting monitoring mechanisms (ex: self-evaluation tool), facilitating internal control and external evaluations

Mission 2: Represent and liaise for operational strategy and program related issues to donors, authorities, UN, NGOs

The Deputy Country Director / Program is responsible for:

  • liaising with stakeholders if a senior level involvement is required, upon request of the Country Director
  • leading ACF’s technical contingency planning by region and department
  • strengthening field and capital level information-sharing with IOs, NGOs and Government

Mission 3:Analyze the Humanitarian needs

The Deputy Country Director / Program is responsible for:

  • identifying humanitarian needs, briefing the country management team on developmental events in the country and designing potential responses within the operational country strategy
  • collecting, summarizing and analysing information from external sources and from technical advisors for future opportunities

Mission 4:Management of Human Resources

The Deputy Country Director / Program is responsible for:

  • supervision and management of all direct reports (Head of technical department, DRM, expert..)
  • recruitment of the direct reports
  • promoting the commitment to ACF Charter and prevention of frauds and power abuses

Mission5: Follow-up on management of program budgets

The Deputy Country Director / Program is responsible for:

  • ensuring that budgets are respected in relation with relevant Head of Department
  • contributing to the identification of potential funding opportunities

Mission 6: Act as Country Director in his absence

Do you fit the requested profile ?

Master or equivalent in Humanitarian Affairs/Development.

Significant experience in humanitarian and emergency/early recovery program management with at least 3 years humanitarian work in developing or emergency context and 1 year’s humanitarian experience in a senior management / coordination role.

Experience in identifying, analyzing humanitarian needs & advanced knowledge of donors’ guidelines/procedures. Proven experience in proposal writing and budget development.

Good knowledge of ACF’s core thematic (Nutrition, Food Security or Wash). Knowledge of the region is an advantage

Professional English required.
