Finance Director, Papua New Guinea

About the role

The Finance Director will report to the Country Director of Papua New Guinea and is also accountable to the Chief Finance Officer at Save the Children Australia. In addition, he/she will work closely with the Pacific Programmes Team, the Finance Business Partner, and other members of the finance team in Save the Children Australia’s Melbourne Office. The Finance Director will possess excellent leadership, time management and prioritisation skills; holds the ability to communicate ideas and expectations in a clear manner to diverse audiences; and has the ability to delegate duties for increased efficiency. The position holder will coordinate closely with Save the Children’s finance teams in Melbourne, Solomon Islands and Vanuatu on matters involving efficient use of resources, sustainability and organisational change management.

LEADERSHIP, PLANNING, BUDGETING AND NEW BUSINESS DEVELOPMENT

  • As part of the Country Management Team (CMT) of the Country Office, support the Country Director (CD) in the management and administration of the:
  • country work plans and resource allocation
  • strategic planning, budgeting and financial analysis
  • new business development, monitoring implementation of donor agreements
  • organisational accountability, effective use of resources and sustainability
  • emergency preparedness plans
  • Identify and effectively manage key financial risks in Papua New Guinea.
  • Manage the Internal Delegation Document (IDD) to smoothly implement appropriate levels of budget authority within the Country Office
  • Work with the other members of the CMT to ensure that systems are in place for safekeeping of assets, funds, equipment, property, and facilities
  • Ensure all staff are trained on the core organizational polices such as Fraud and Anti-bribery, Anti-Corruption Policy as part of their induction and provide periodic refresher training
  • Manage the financial aspects of budget development for new proposals and actively participate in the proposal development process
  • Build capacity of all budget holders to implement and analyse their budgets in line with organisational policies and procedures
  • Act as Country Director when required, and represent and promote Save the Children in PNG as appropriate
  • Support the Country Director to develop PNG into a financially sustainable operation through a combination of growth, improved cost recoveries and cost control
  • Develop the capabilities of the PNG finance team to the level where there is minimal support required from the Melbourne team both in relation to finance processes and management reporting, including the monthly dashboard and the analysis of budgets and forecasts

FINANCIAL ACCOUNTING, REPORTING & CONTROL

  • Accountable for the implementation of Country Office financial systems
  • Accountable for the timely submission of annual audits, annual tax returns, GST returns and other statutory statements
  • Accountable for driving continuous improvement of finance policies and procedures in coordination with the Melbourne Office, and ensure the application of sound financial controls at the country office
  • Accountable for statutory payments (tax, workers compensation, superannuation, staff salary packaging benefits and salary transfers) being performed accurately and submitted for payment in a timely manner
  • Guide the work of the country finance team to ensure that field offices receive adequate support to operate efficient accounting systems, timely receipt of monthly budget variance analysis, smooth cash flows, and timely support and answers to their queries

AWARD AND PARTNER MANAGEMENT

  • Manage the sub-grant contracts with local organisations and ensure effective financial reporting to meet donor requirements
  • Accountable for the effective management of finance systems including Agresso, AMS and fund summaries to ensure accurate management of award records
  • Provide guidance to finance and non-finance staff both at country and field office levels and coordinate efforts to ensure compliance with donor requirements
  • Work with budget holders to estimate funds request on a timely basis and coordinate with finance staff in Melbourne Office to ensure cash flows are in place for smooth implementation of project activities
  • Work with the CMT and Melbourne Office to develop, review and implement guidelines on effective engagement, development, management and retention of partner organisations and build capacity of staff on these guidelines
  • Work with CMT to lead improvements in the design and negotiation of partnership projects and provide guidance on compliance monitoring of partners

STAFF MANAGEMENT

  • Provide leadership and capacity development support to the finance team for effective management of the accounting and management information systems, cash flow management, procurements management, records keeping, currency exchange, financial management during emergency responses
  • Support the HR team to recruit and retain competent and enthusiastic finance staff, who can significantly contribute to the achievement of Save the Children’s vision and strategic goals in the Country Office
  • Ensure effective professional development, retention and succession plans are in place and used. Provide performance management and training opportunities to finance staff**To be successful in this role, you will:**

Knowledge/Experience:

  • CPA, CA, CMA or masters in finance or business management
  • Minimum of 7 years management experience in a corporate or an NGO environment, of which five years at a senior management level within the finance department of a national or international organisation
  • Demonstrated significant experience in a managerial accounting role and environment involving high levels of change and complexity
  • Demonstrated understanding of budgeting, business and financial planning including strategic budgeting and forecasting
  • Strong analytical skills – the ability to analyse complex financial data and design and produce effective management information
  • Proven experience of development, implementation and change management of financial systems and procedures
  • Strong business acumen and the ability to contribute to strategic decisions
  • Proven leadership/team management experience
  • Excellent experience of computerised accounts packages, Excel, PowerPoint and Word
  • Proven understanding of multiple donor requirements and award management processes
  • Previous experience working and living in a developing country, preferably in the Pacific

Qualifications/Accreditations:
• Tertiary qualified in Accounting essential, CPA membership (CA, ACMA, ACCA) strongly recommended
