Together, we make up one of the world’s five largest NGOs. The ACT Alliance works with development, humanitarian assistance and advocacy in more than 120 countries.
DanChurchAid (hereafter referred to as ‘the Contracting Authority’) is undertaking an EU funded project titled “Inheritance Denied II: Promoting Palestinian women’s social and economic rights through encouraging access to inheritance.” (hereafter referred to as ‘the Action’) targeting women’s inheritance rights in OPT.

This action seeks to contribute to women’s social and economic empowerment through the promotion of women’s access to inheritance and property ownership. It builds on the momentum that exists within the Palestinian National Authority (PNA) to implement a Cross Sectoral National Gender Strategy (CSNGS) aimed at promoting gender equality and the empowerment of women. By targeting policy makers and lobbying for institutional change, this action will be in line with the work of the Ministry of Women’s Affairs (MoWA) as it promotes gender sensitive policy development in various ministries and government institutions. This project aims to implement activities at the local (micro) and national (macro) levels that raise awareness of women’s inheritance rights and mobilize decision makers to make institutional and policy-level changes leading to increased access to economic resources for women. The project will also develop the capacity of the local CBOs (meso-level) to advocate for women’s access to and control of their rightful inheritance. Under both Palestinian civil law and Sharia law, women are entitled to half the inheritance share of men, but are often coerced into giving up this right to male relatives. This makes women financially reliant on relatives, severely limiting independence and raising vulnerability. This action contributes to improving women’s access to the protection afforded them under current law raising awareness among individual women and men, as well as duty bearers and public employees, so that they understand what women are entitled to. It also advocates at the national policy level to adopt a new structural framework in the Ministry of Justice (MoJ) ensuring a woman’s right to inherit. By developing existing strategic partnerships with local CBOs, rural women from the most isolated, vulnerable communities in OPT will be educated as to their inheritance rights.
· Objectives of the task
The objective of this task is to provide partner organizations with the knowledge on how to use the Theory of change in designing, planning, implementing, monitoring and evaluating projects.
· Scope of Service
The scope of services is as the following:
§ Develop a programme for the ToC workshop with DCA staff.
§ Train 16-20 participants on ToC in relation to design,
§ Together with participants, develop a narrative and diagram ToC for a new project on Women Economic Empowerment and Rights
· Out puts:
Participants will receive a training in:
- Theory of change as a product and a process
- Why theory of change has become so prominent
- The importance of being clear about why change happens – linking pathways of change to programme theories
- How assumptions and pre-conditions build your impact pathways to change
- Develop a theory of change
- Draw a narrative and a diagrammatic representation of their TOC
DCA will receive a training report that includes:
-ToC for a new project on Women Economic Empowerment and Rights, and:
- Summary of the training components and methodology;
- Presentation of how the training proceeded incl. lessons learnt and recommendations;
- Share findings for the pre- and post-training assessments; and,
- Share recommendations for adjustments to DCA’s work in Palestine related to enhancements of monitoring and reporting.
· Participants will leave the course with:
- A case study that they have worked on (Economic empowerment\Inheritance and economic rights for women).
- Have a better understanding of theories of change and how they can improve planning and evaluation.
- Participants will be able to present these first drafts to their 3rd phase project after the training for consideration and revision and future project\s.
· Time Frame
Six days are anticipated for this consultancy including four training days in the following dates: November 16, 17, 18 and 19, 2015. The training will take place in the West Bank.

Please note that this contract is VAT exempt. In case the supplier is not registered as a company the contracting authority will deduct applicable tax as per the Palestinian law.
CONTRACT AND TERMS OF PAYMENT
The consultant with sign a contract with the DCA Office in Jerusalem. DCA shall cover all travel costs (public transport from home to airport, air ticket from home country to Israel A/R, all local travel costs associated with the assessment) and per diems for travel days and days worked in Palestine/Israel. The payment shall be made according to the following schedule:
• 50% after signing the contract agreement
• 50% after submission and approval of final report
Duties and Taxes
The consultants shall pay all duties and taxes levied by its home government at any stage during the execution of the work and is requested to provide to DCA valid deduction of source otherwise DCA is obliged to deduct a certain percentage as per the Palestinian Income Tax Law 2013 depending on his/her residency. The deducted amount will be paid directly to the Palestinian Authority as required by law.

The evaluation of the applicants will be based on 60 % technical and 40 % financial scoring.
