General Description of the Programme:

GOAL has been working in Syria since 2012, responding to the acute needs of conflict affected communities. GOAL is working in northern Syria delivering food, non-food, shelter, WASH, livelihoods and emergency programming with a strong focus on market based approaches. GOAL met the needs of more than 700,000 conflict affected Syrians in 2014 and has an estimated 2015 budget of more than $100 million.

GOAL is looking for an experienced Project Manager to help improve the delivery of our programmes in Syria

Key Responsibilities of the role:

There are three key elements to this role. First, the Project Manager will provide mentoring and coaching as our staff as they go through the PMDPro certification process. Second, the Project Manager will manage specific cross-cutting projects from start to finish, such as the automation of GOAL Syria’s audit function. Third, the Project Manager will oversee ongoing projects when there is a gap in a Coordinator position.

Specific Responsibilities

Mainstreaming Project Management across GOAL Syria

  • Ensure that all staff at the Deputy Manager and above role receive PMDPro training
  • Mentor and coach senior managers in Syria as develop their project management skills
  • Work with M&E to develop a method for measuring the impact of project management mainstreaming on the efficiency and effectiveness of GOAL Syria
  • Evaluate GOAL Syria’s project management tools and recommend new tools as needed

Project Management

  • Define the scope of the project in collaboration with appropriate personnel
  • Create a detailed work plan which identifies and sequences the activities needed to successfully complete the project
  • Determine the resources (time, money, equipment, etc) required to complete the project
  • Develop a schedule for project completion that effectively allocates the resources to the activities
  • Review the project schedule with senior management and all other staff that will be affected by the project activities; revise the schedule as required
  • Determine the objectives and measures upon which the project will be evaluated at its completion
  • Manage project staff and/or volunteers according to the established policies and practices of the organization
  • Ensure that all project personnel receive an appropriate orientation to the organization and the project
  • Contract qualified consultants to work on the project as appropriate
  • Execute the project according to the project plan
  • Set up files to ensure that all project information is appropriately documented and secured
  • Monitor the progress of the project and make adjustments as necessary to ensure the successful completion of the project
  • Establish a communication schedule to update stakeholders including appropriate staff in the organization on the progress of the project
  • Review the quality of the work completed with the project team on a regular basis to ensure that it meets the project standards
  • Write reports on the project for management and for funders
  • Monitor and approve all budgeted project expenditures
  • Ensure that the project deliverables are on time, within budget and at the required level of quality
  • Evaluate the outcomes of the project as established during the planning phase

Gap-filling

  • In the event of a vacancy in one of GOAL Syria’s Coordinator roles, fulfil project management function for ongoing projects

  • Any other duties as required

Requirements (Person Specification):

  • Experience in managing projects – Prince 2, PMP or PMD certified an advantage
  • Strong academic background, minimum Bachelor degree level
  • At least 3 years project management experience
  • Calm, analytical and have great diplomatic and communication skills
  • Organised, a self-starter and an enthusiastic team player.
  • Able to work to deadlines
  • Desire to enhance your technical and other knowledge / skill
  • Arabic language skills preferred
