The Three Millennium Development Goals Fund (3MDG) is a pooled multi-donor fund operating in Myanmar. Under the component 1 of the 3MDG Fund, essential maternal, newborn and child health (MNCH) services are supported for the poor and vulnerable regions in Myanmar. Relief International implements 3MDG MNCH projects in Dedaye Township in the Ayerawaddy Region and in three Southern Shan townships, Hsihseng, Laihka and Maukmai. An integral part of the project is the support to community based volunteers including continuous supply of basis drugs and medical equipment.

Purpose of Consultancy

Relief international requires an experienced supply chain management expert with experience in pharmaceutical management to assess current practices, develop context relevant pharmaceutical management guidelines including related tools and SoP and provide training on the developed tools to staff in 2 locations (Taunggyi, Shan State and Dedaye, Ayerawaddy Region).

Deliverables

Working in coordination with the Health Program Manager and health team, the consultancy will consist of the following:

· Conduct a desk assessment on current practices and conditions for pharmaceutical management and supply chain in 2 Relief International Field locations (3 days)

· Develop Pharmaceutical management guidelines appropriate for local contexts. The guidelines should include – tools for stock management, quality control and pharmacy settings (8 days)

· Develop SoP for volunteer drug resupply, including relevant tools for 2 locations (4 days)

· Deliver a 2 day training on guidelines, SoP and tools developed through the consultancy. The training will be delivered in 2 locations to groups of 10-15 staff. (4 days)

Timeframe: 1. Ideally the consultancy would be conducted during November 2015

Skills and Experience

· 3-5 years international experience in pharmaceutical supply chain management

· Proven experience developing relevant and usable supply chain management tools and systems for pharmaceutical supply

· Excellent skills in developing trainings

· Strong facilitation skills and commitment to using participatory approaches with an ability to work in English and Myanmar languages is preferable

· Strong demonstrated ability to work with people from a variety of backgrounds
