Advisor, Mental Health and Substance Use

Description of duties: Under the direct supervision of the Director of Noncommunicable Diseases and Mental Health (NMH) and the direct technical supervision of the Unit Chief, Mental Health and Substance Use (MH), and the general supervision of the PAHO/WHO Representative, the incumbent is responsible for, but not necessarily limited to, the following duties:a) Provide technical advice and support in the development and implementation of the program of work on Mental Health Plans and Substance Use in the sub-region, including Central America, Dominican Republic and Cuba;b) Develop and coordinate the sub-regional technical cooperation and activities related to the development and implementation of mental health and substance use policies and plans;c) Provide technical advice, promote and develop strategies to strengthen the development of national capacities of the designated countries in the sub-region to implement programs and deliver adequate mental health care to meet the needs of the populations, particularly of those most vulnerable;d) Promote and develop capacity-building in the designated countries to implement equitable and effective measures in support of the development of mental health and substance use services and programs in the community and their integration in primary health care services;e) Develop and coordinate the sub-regional activities of technical cooperation related to the mental health protection in disasters situation;f) Develop and update mental health legislation and other measures to protect the human rights of people with mental/substance abuse disorders and their families; g) Promote the development of the national information systems in aspects related to mental health/substance use;h) Promote and coordinate sub-regional mental health/substance use studies, researches and projects to generate and collect information;i) Cooperate with WHO, country offices and PAHO/WHO Collaborating Centers, international cooperation agencies, intergovernmental and nongovernmental organizations, private sector, and other relevant stakeholders, in order to promote networks and partnerships related to mental health and substance use;j) Promote a multi-sectoral and inter-programmatic approach in addressing the problems related to mental health and substance use; work in coordination and collaboration with other areas in the Organization in line with the Strategic Plan; k) Promote the mobilization of national and international resources in support of the Project's programs and projects in the sub region; participate in the preparation of the annual program of work, budget and evaluation reports of the Project;l) Perform other related duties, as assigned. REQUIRED QUALIFICATIONS Education:Essential: A university degree in a health profession and a master's degree in mental health, public health or related discipline from a recognized institution. Desirable: A PhD or advanced studies in mental health, substance use or human security will be an asset. Devising the budget for interventions and cost optimization: Demonstrates initiative and managerial capacity in obtaining alternative sources of financing and in mobilizing extrabudgetary resources for interventions. Acquires adequate funding, based upon the resources allocated in intervention plans.Thinking, Planning and the Strategic Management of Technical Cooperation Interventions: Selects priority ideas for executing the interventions after anticipating their potential problems and solutions. Participates in the preparation of strategic plans, providing input about their impact, quality, critical points, and risks.Evaluation of technical cooperation interventions: Evaluates criteria for the interventions at the process, management, and outcome level, in addition to technical cooperation evaluation plans, in keeping with the PAHO's strategic direction. Resource Mobilization: Establishes partnerships and alliances with a variety of institutions and organizations as well as internal partnerships to obtain financial and non-financial resources. Is able to relate with all types of people and at all levels in order to obtain resources that are needed. Is able to present and disseminate information in a clear manner. Executes resources according to the agreements previously established with partnerships. Technical Expertise - Thorough knowledge and expertise in health promotion and public health and technical and administrative aspects of the management of community mental health and substance abuse services.- In-depth knowledge and understanding of the process for the development of policies, plans, programs and services related to mental, substance use, health promotion and human security.- Theoretical and practical familiarity of concepts and methods applicable to training of human resources and development of research projects.- Technical expertise in local participatory planning and evaluation methodologies, especially working with multiple sectors, and government, community and academic institutions- Research expertise in applying quantitative and qualitative methodologies to document situations, outcomes and lessons learned. - Knowledge and skills in the formulation of technical cooperation interventions and in the development of criteria for evaluating program interventions.- Expertise in strategic thinking, planning of human resources for health, information systems, political and health analysis, communication, negotiation methods, leadership development and health services.- Strong professional oral and writing skills in including the development of reports, oral presentations, and technical/persuasive documents for consideration at the highest levels of the Organization.IT Skills Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint and Outlook. Other IT skills and knowledge of other software programs such as Visio, Microsoft SharePoint and Project would be an asset. Experience: Essential: Nine years of combined national and international experience in the planning and management of mental health and substance use services and programs. Experience should also include mental health policy formulation and implementation and in the restructuring of mental health services including community mental health services development. Languages: Very good knowledge of English or Spanish with a working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.
