Description of duties: Under the general supervision of the Director, Health Systems and Services (HSS), and the direct supervision of the Unit Chief, Medicines and Health Technologies (HSS/MT), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:a) Advise and coordinate the daily operations of PAHO's Regional Revolving Fund for Strategic Public Health Supplies, also known as the Strategic Fund, to ensure timely delivery of medicines and public health supplies to Member States;b) Lead the development of strategies and a business plan for growth and scale up of the Strategic Fund to increase uptake by Member States and effectively respond to new market dynamics, address current and future Member State needs; c) Expand and develop new interactions between the Strategic Fund with bilateral and multilateral agencies, non-governmental organizations, sub-regional integration mechanisms and other partners to advance the interests and objectives of the Strategic Fund;d) Advise and support the development and roll out of a communication strategy and tools to promote the Strategic Fund among Member States and other stakeholders; e) Develop and implement a strategy to mobilize resources in order to increase the technical support function of the Strategic Fund, and to increase the Fund's Capitalization Account, with a view to extend Member States a line of credit and improve access to medicines and supplies procured through the procurement mechanism; f) Responsible for the oversight of the Strategic Fund daily operations in coordination with relevant technical and administrative entities in the Organization, including: Process for purchasing and shipping medicines and other public health supplies on behalf of Member States in coordination with the Procurement and Supply Management (PRO) Department; Management of the capitalization account with the Financial Resources Management (FRM) Department; Review with the Legal (LEG) Department the status and signing of Member State agreements to participate in the Strategic Fund; Develop and implement synergies with the PAHO Revolving Fund for Vaccine Procurement with the Comprehensive Family Immunization (FGL/IM) Unit;g) Assess current practices within technical and administrative entities in Headquarters and Country Offices to improve efficiencies and improve service to Member States; develop recommendations and plans of actions for process enhancement; h) Advise and support the preparation of procurement plans of required medicines for selected countries, those that procure medicines through the Strategic Fund; i) Strengthen Member State capacity to perform quantification, forecasting of future demands and improve efficiencies in the entire procurement cycle for products procured through the Strategic Fund;j) Provide technical support for the continuous assessment and evaluation of the impact of the Strategic Fund, results achieved and processes developed;k) Develop market analysis (e.g. potential suppliers, product pipeline, global demand trends and procurement approaches) for medicines and public health supplies procured through the Strategic Fund for Member States; l) Promote the mobilization of national and international resources in support of the Strategic Fund's programs and/or projects;m) Participate in the preparation of the Unit's Biennial Work Plan (BWP), budget and technical evaluation reports;n) When called upon to directly supervise staff, establish clear work objectives, conduct timely and effective performance appraisals, provide coaching and feedback, and support staff development opportunities;o) Perform other related duties, as assigned. Is able to give feedback to partners within and outside the organization about the use of the resources and the results acquired.Technical Expertise - Expert knowledge of pharmaceutical and other health technologies markets, in particular understanding of the implications for the public sector.- Expertise knowledge of procurement, supply and/or distribution management especially in health-pharmaceutical sector(s) or other critical processes related to the management of medicines and health technologies.- Strong public health and strategic thinking background showing resourcefulness, initiative, leadership qualities, with sound technical, analytical, conceptual, inter-personal and communication skills; demonstrated ability to identify, assess, analyze, synthesize and provide recommendation on key political and technical issues. - Ability to manage multiple issues and tasks in a complex organizational environment to re-prioritize actions on short notice.- Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, and coordination of people and resources.- Managerial skills for the development, implementation, and analysis of technical cooperation programs and activities, including budget programming and control. - Strong professional oral and writing skills, including the development of reports, oral presentations, and technical/persuasive documents for consideration at the highest levels of the Organization.IT Skills Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint and Outlook. Other IT skills and knowledge of other software programs such as Visio, Microsoft SharePoint and Project would be an asset. Experience: Essential: Nine years of combined national and international experience in the administration of programs and projects related to pharmaceutical and other health technologies policy, procurement and supply management of health commodities and/or health technology service delivery.Desirable: Knowledge of health systems and/or pharmaceutical/health technology market dynamics in Latin America and the Caribbean would be an asset. Languages: Very good knowledge of English and Spanish. Knowledge of French and/or Portuguese would be an asset.
